DEFENCE MOBILE COMMUNICATIONS NETWORK (DMCN) ACQUISITION - MILSATCOM PHASE 2

PROJECT DESCRIPTION

The Defence Mobile Communications Network (DMCN) acquisition provides for a long range communication capability for ADF mobile users in the land, sea and air environments. It is planned that the communication capability implemented by DMCN will provide a range of secure voice, data, facsimile and messaging services.

PROJECT BACKGROUND

The Force Structure Review (FSR) and the Defence Communications Corporate Plan (DCCP), both released by the Minister for Defence in May 1991, redirected the MILSATCOM project to reflect greater Defence reliance upon the use of the civilian telecommunications infrastructure, namely use of Optus Ku-Band and L-Band services provided by the B-series satellites.

INDUSTRY OBJECTIVES

In accordance with the way ahead direction established by the DMCN Implementation Study (MILSATCOM Phase 1), it is planned that the acquisition of DMCN be built upon the already developed industry base of technology for systems like the Optus MOBILESAT* system. The project will seek to further develop the ability of Australian industry to support the ADF with the system design, platform integration and through life operational support of DMCN.

PROJECT SCHEDULE AND CONTRACTOR DETAILS

The current implementation schedule for the acquisition of DMCN allows for the capability to be provided over the next four years. A small number of standard MOBILESAT* terminals have been acquired from Optus during 1994/95, following the commencement of the Optus Networks commercial MOBILESAT* service in August 1994. An interim DMCN capability is planned to be established by Optus in the latter half of 1996 for a two year period. A fully secure mature DMCN system is scheduled for implementation by mid 1998.

BROAD FINANCIAL DIMENSIONS

This project is a Category 2 Major Capital project (funding of between $60m and $100m).
