CDC recommends states gather names of HIV-infected
In an effort to stem the spread of HIV and help those who are infected, the Centers
for Disease Control and Prevention is recommending all states report HIV cases either with
the patient's name or an identifying code. The CDC's report says that without accurate
information for all states, it is difficult to interpret available HIV data.

Utility officials don't want federal hand in deregulation
Officials from 23 state public utility commissions had a message
yesterday for the federal government as states consider restructuring the electric power
industry: Keep out. The Low Cost Electric States Initiative, made up of public
utility commissions from around the country, sent a letter to Congress warning that
blanket federal legislation on deregulating the power market could prove disastrous for
customers and state economies.

Compromises helped rebuild revenue split between Detroit,
rest of Michigan
The Michigan Legislature sealed a deal Thursday on a landmark revenue-sharing plan
that gives more money to growing townships and cities while preventing deep cuts to
Detroit.
