MORE THAN 25,000 METRO VOTERS MISSED BY ENUMERATION

     More than 25,000 voters were missed during enumeration for
December's election of the first Halifax Regional municipal
council.  NDP Leader John Holm wants the Liberal government to
keep the list open and find the voters it overlooked.  

     During the summer, enumerators working for the province's
amalagmation coordinator compiled a list of 213,249 Metro voters,
but the 1993 provincial election voters' lists for the same area
contained 238,412 names.  Metro's population has continued to
grow, but the voters list shrank.  

     "I urge you to order that list be kept open an extra month,
and new efforts made to add names to the list, including
additional enumeration of streets, neighbourhoods and communities
where the enumeration was most inadequate or not done at all,"
Holm says in a letter to Municipal Affairs Minister Sandy Jolly. 

     "Anyone can vote on December 2 if they prove they are a
qualified resident of the district.  However, candidates won't
see those names on the voters lists, and thus it is less likely
campaigns will directly contact and encourage the missing voters. 
This is an important element in elections.

     "Individuals may also assume that they can't vote because
their names aren't on the list.  Municipal turnout in Metro has
often been very low, anyway, and people hardly need more
discouragement," said the NDP Leader.  

     The Metro enumeration was conducted under the extraordinary
powers the Liberal government gave Jolly and her amalgamation
coordinator.  They overrode the Municipal Elections Act and set
up their own timetable for preparing the voters list.  The list
is being closed tomorrow -- earlier than usual.  

     "The Minister should use her absolute power to encourage
participation and voting, rather than permitting mistakes that
tend to shut the door in voters' faces," said Holm.
