  JN=,PD=, PY=  JOURNAL: Country Report  - August 31, 1996
    WORD COUNT: 363

    TEXT:
/LP, /TX  The first sales under the privatisation programme have run into
problems.Allegations of irregularities in the selling procedure
forced the StateDeposit Guarantee Fund, Fogade, to postpone
"indefinitely" the sale of Banco de Venezuela, the country's second
largest bank in terms of deposits, which had been scheduled for
August 28. (The bank was taken over by thegovernment during the
1994 banking crisis.) Meanwhile, the sale of thealuminium company,
Venalum, has been held up because its Japanese shareholders, who own
20% equity, have not agreed to yield their vetorights over the
sale. Also, just two days before its scheduled divestmenton August
29, the sale of Alucasa, a subsidiary of another state
-ownedaluminium company, Alcasa, was delayed indefinitely to give
investors moretime to assess the company.

/TX  The sale of the defunct airline, Linea Aeropostal Venezolana
(LAV),originally scheduled for early August, was stalled until the
governmentlowered its original asking price of $32m. The airline
was eventually soldon August 30 for around $20m to Alas, a
consortium of domestic, US and UKinvestors. The new owners plan to
have several domestic routes in operationby the end of the year.

--but some big ticket items are scheduled

Nevertheless, the government hopes to get a number of corporate
holdingsoff its books within the next six months. The state-owned
CorporacionVenezolana de Guayana (CVG) intends to put up its three
other aluminiumcompanies for bids late this year and its steel
subsidiary, Sidor, andferrosilicon producer, Ferrosilven, in early
1997. The government plans tofloat its 49% stake in the state
telecommunications company, CANTV, inNovember. It has agreed to
repay the Bs21bn ($44m) it owes CANTV--aprerequisite for the sale.
The sale was originally due earlier in the year, but the government
held back amid fears that it would not obtain theprojected $1.6bn
selling price until it had reached agreement with the IMF.

On a much smaller scale, Electricidad de Margarita, the Margarita
Islandselectricity system, is earmarked for privatisation in early
1997, and bidshave been accepted for two hotels, Hotel Bella Vista
    in Margarita and HotelMelia Caracas.
