Report on Postal Ballot Pilot Scheme
In November 1999, the Home Office invited Local Authorities to submit bids for approval to "innovative electoral procedures" to be tried in Local Elections. Wigan Council's application for an all postal ballot in three Wards was subsequently approved and implemented in the Bedford Astley, Whelley and Winstanley Wards at the Local Elections held on 4th May 2000.
The report below has been submitted to the Home Office by the Council on the outcome of this pilot scheme and contains the report on the resident opinion survey carried out by Market Research UK Ltd as an appendix.
