Text of a fax received on 3 May 2000 from Dr Hamilton Ricardo Farias, Director, Department of Animal Defence, Ministry of Agriculture and Supply, Brasilia:

Report date: 3 May 2000.

The States of Rio Grande do Sul and Santa Catarina registered the last clinical case of foot and mouth disease (FMD) in December 1993. In May 1998 they were recognised by the OIE as an FMD free zone where vaccination is practised. Since then, the entry of FMD-susceptible animals and of animal by-products has been under strict control. Serological monitoring of FMD viral activity has been carried out on a yearly basis. All suspected outbreaks were promptly dealt with and all sera were confirmed by diagnostic tests to be FMD-negative.

Argentina and Uruguay, countries with boundaries with the States of Rio Grande do Sul and Santa Catarina, are free from FMD. A serological survey has demonstrated that FMD viral activity is absent in Paraná, the State immediately to the north of Santa Catarina, as well as in other States of Brazil.

With the aim of being recognised as an FMD free zone without vaccination, in accordance with Chapter 2.1.1. of the International Animal Health Code, FMD vaccination has been prohibited in the States of Rio Grande do Sul and Santa Catarina since 1 May 2000.
