Office of the Advisory Council (Majlis Alshura):
It comprises the chairman of the council, the Deputy Chairman and two rapporteurs to be elected from amongst the members of the council. They shall be elected at the first session of the annual ordinary session of the council. They maintain their membership until the end of the day preceding the convening of the following ordinary session. However, they may renew their membership.
The Council Committees:
The Advisory Council shall form ,from amongst his members during the first week of the annual ordinary session, the following five permanent committees: Legal and Legislative Affairs; Financial and Economic Affairs ; Public Services and Utilities ; Domestic and Foreign Affairs ; and Cultural Affairs and Information . Each committee comprises at least five members. Each member of the Council should join one of the standing committees.
The Council may, however, form permanent or temporary committees, as need arise. It is worth – mentioning that the reports and recommendations of the committees, since the inception of the council, played a major and essential role in the formulation of the final decision of the Advisory Council as regards all the issues and drafts submitted for consideration and endorsement.
Convening of Session: The Council shall hold two sessions: 1. Regular session: It shall convene for at least eight months of the year, upon the invitation of His Highness the Emir in accordance with a decree issued by His Highness determining the date of commencement of the session. His Highness shall also issue another decree determining date of the adjournment. 2. Extra – ordinary session: It shall be convened upon the invitation of H.H. The Emir, provided that an urgent and important issue is to be discussed or upon the submission of a claim signed by the majority of the members of the Council requesting the convening of the same.
Council Sessions: The Council shall convene a regular session on every Monday throughout the period of its annual regular sessions in avenue other than the capital city. The convening of the council in avenue other than the place legally prescribed shall be considered null and avoid.
The Chairman of the Council may invite the latter to convene an extra – ordinary session if he deems that necessary or if the majority of members requested the same. However, the council may not discuss any issues other than those for which it has been called for to examine. The council sessions are public sessions.
The General Secretariat: The council’s General Secretariat is the executive body of the Council, which undertakes all the administrative, technical and legal matters. It also carries out the resolutions and recommendations of the Council. The Secretariat comprises the Secretary General who is appointed upon the nomination of the Chairman of the Council and the consent of the office of the Council and the consent of the office of the Council and the Assistant Secretary General whose appointment – as well as the staff follows the same procedure.
