Contradiction of Yamantau's Status as Preserve and Facility Questioned

The Southern Urals Preserve is under the jurisdiction of the Bashles [Bashkortostan Forestry] concern. Nothing was said or written about the preserve for a long time, but recent press reports say that not all is well with the preserve, that the water in the Inzer River is so dirty that it cannot be drunk. The Urals Ore-Enrichment Combine of the USSR Ministry of Metallurgy is located within the unique preserve, which is situated in the high-mountain region of the Urals. That USSR department has built two towns there and is developing ore deposits. The raw material is being extracted from the tallest mountain of the Southern Urals, Yaman-Tau, which has been declared a natural landmark and preserve in order to protect medicinal plants there. All this conflicts with the preserve's status. The preserve occupies an area of 256,000 square hectares, 22,000 of which are under the combine's jurisdiction.

Given the uniqueness of the Southern Urals Preserve for the Urals region, the scientific-technical council of the Bashkortostan Soviet Socialist Republic deems it necessary to try to obtain biosphere status for the preserve, to transfer it to the jurisdiction of the RSFSR State Environmental Protection Committee, to exclude the combine from the grounds of the preserve, and to bring the statute on the Southern Urals Preserve into conformity with the model statute on USSR preserves. Materials regarding this matter have been forwarded to the republic Council of Ministers.
