APPROVAL TO HOST THE 30TH ANNIVERSARY CELEBRATION OF THE SISTER CITY RELATIONSHIP BETWEEN LARGO AND TOSAYAMADA





BACKGROUND:



Beginning in 1969, the International Lion's Conference was held in Japan. On July 11, 1969, the Tosayamada Lion's Club and the Largo Lion's Club formed their Twin Clubs and encouraged the two cities - Largo and Tosayamada - to form their Sister City Association. In 1992, as a result of a desire to further relations, a Sister School Association was formed between Largo High School and Yamada High School. The two schools have pledged to strengthen the ties of friendship between our countries through educational and cultural exchange.



In 1989, a delegation of officials and citizens from Tosayamada arrived in Largo to celebrate the 20th anniversary of the Sister Cities. The City of Largo hosted a traditional Bon Festival at Southwest Complex followed by a week of tours, parties, official receptions, and ending with a barbecue on the beach at the North Redington Beach Hilton. In 1994, a delegation of 26 officials and residents from Largo visited Tosayamada to celebrate the 25th anniversary. They were well received and treated to 12 days of feasts, tours, and celebrations.



In the Fall of 1999, a group of 30 officials and citizens of Tosayamada will visit Largo to celebrate 30 years of friendship and goodwill. While details are still being finalized, the delegation is expected to arrive in Largo on Monday, September 27, and will depart on Sunday, October 3, 1999. A committee of interested residents, Lion's Club officials, a Chamber of Commerce representative, and several City employees have met on two occasions to consider an agenda for the week's visit.



BUDGETARY IMPACT:



In FY 1999, the Legislative Department budgeted $15,000 to host the 30th anniversary celebration in Largo. Of this amount, $500 was donated to help defray the travel expenses of the five students from Largo High School who recently visited Yamada High School. The remaining $14,500 will be used to purchase gifts. host the welcome reception, rental of a bus and a truck to transport the visitors, the drum corps and the drums, tickets for various shows and/or activities, and host the farewell party at Largo Central Park.







REVIEWED BY AND RECOMMENDATION:



The Assistant City Manager and the City Manager have reviewed and recommend that the City of Largo act as the official hosts for the 30th anniversary celebration of the Sister Cities.



POTENTIAL MOTION:



I MOVE TO APPROVE/DISAPPROVE THE 30TH ANNIVERSARY CELEBRATION OF THE SISTER CITY RELATIONSHIP BETWEEN LARGO AND TOSAYAMADA BE HOSTED BY THE CITY OF LARGO.
