On April 17, 1995, President Bill Clinton signed into law the District of Columbia Financial Responsibility and Management Assistance Act ("Act"), otherwise known as Public Law 104-8. The purpose of the Act is to eliminate District budget deficits and cash shortages; to assist the District in restructuring its government for more efficient and effective service delivery; and to ensure the future economic viability of the District.
