BECKY NORTON DUNLOP


Becky Dunlop is a senior fellow of the Alexis de Tocqueville Institution and oversees its programs on environmental regulation. She is the author of Clearing the Air, a widely praised account of her service as Secretary of Natural Resources for the Commonwealth of Virginia published by AdTI.

As Vice President of External Relations for the Heritage Foundation, Becky Norton Dunlop oversees Heritage's strategic outreach and communication to public policy institutions, state government officials, business and conservative policy activists, and the internet community.

From 1994 - 1998 she served in the Cabinet of Virginia Governor George Allen as the Secretary of Natural Resources. In this capacity she was a principal confidential advisor to the Governor. She was responsible for the determination and execution of policy and initiatives for management oversight of eight Virginia state agencies including environmental and historic resource agencies. She also served as Co-Chairman of the Governor's Advisory Council on Self-Determination and Federalism and as Vice-Chairman of the Governor's Commission on Environmental Stewardship.

Dunlop is a Board member for several organizations including: the National Wilderness Institute, Defenders of Property Rights, The Family Foundation and the Virginia Institute for Public Policy. She also serves on the Board of Century Communications, Inc., a management consulting and venture development firm that specializes in strategic planning, organizational management, government relations, and joint venture development.

Mrs. Dunlop has participated on television and radio programs, and addressed national and international audiences on a broad range of public policy issues.

Prior to her service in Virginia state government, Mrs. Dunlop served as a Senior Fellow for Environmental Policy for Citizens for a Sound Economy, as Managing Director for Enough is Enough!, a national campaign to prevent sexual violence against children and families, and as a principal at Century Communications, Inc.

In the 1980's, Mrs. Dunlop was a senior official in the Administration of President Ronald Reagan, including service in the White House as Deputy Assistant to the President for Presidential Personnel and also Director of the President's Cabinet office. She served in the Department of Justice in 1985 and 1986 as Senior Special Assistant to the Attorney General. In this capacity she established and managed high-level task forces for the Attorney General and the President to develop public policy for such varied issues as the family, tort reform, welfare reform, privatization, and the environment. During 1987-1989, she was Deputy Under Secretary of the Department of Interior and Assistant Secretary for Fish, Wildlife, and Parks.

Mrs. Dunlop also carried out a number of special assignments for President Reagan, including service as the President's Personal Representative to the Commonwealth of the Northern Marianas, United States Commissioner for the Great Lakes Fisheries Commission, and Chairperson of the Interagency Committee on Women's Business Ownership.

Dunlop is married to George S. Dunlop and they reside in Arlington, Virginia. She graduated from Miami University in Oxford, Ohio. The Dunlops are members of Cherrydale Baptist Church and are active in numerous organizations that serve others in their communities and around the world.
