A Progressive Agenda

From the Democratic Socialists of America (1992)

1. Create programs that provide opportunities for all Americans.

Make college loans available to all.Institute a national apprenticeship program for those who choose not to attend college.Create a national retraining and upskilling program.Establish a federal jobs bank.

2. Establish meaningful full employment.

Initiate a massive public works program, rebuilding our infrastructure, building affordable housing and providing jobs.Fund public sector development banks.Plan our conversion to a peacetime economy.Invest funds in new high-tech civilian industries.

3. Solve the urban crisis.

Require banks to provide loans for community development.Expand public investment for inner-city housing, job creation and job training.Fund education programs to combat racism.Provide funds for drug treatment on demand.

4. Insure socially useful investment.

Place community-based directors on the boards of S&Ls or banks that require federal assistance.Require that a portion of bank and S&L capital be set aside for affordable housing.Allow union pension funds to invest in housing and new industrial enterprises.

5. Advocate workplace democracy and greater income equality.

Create a favorable environment and fair procedures for union organizing.Require broader affirmative action programs in hiring, promotions and scholarships.Raise the minimum wage.Ban striker replacement. Discourage super-high executive salaries.

6. Reform the education system.

Provide substantially equal funding to all children.Provide bilingual instruction for all who require it.Support multicultural education and the hiring of teachers from communities of color.

7. Institute Canadian-style single-payer health care reform.

Provide health care to all Americans with no deductibles, no co-payments, no out-of-pocket expenses, and doctor choice.Insure that every person living in the U.S. receives quality health care regardless of race, gender, sexual orientation, income, age or ability.

8. Support reproductive freedom.

Guarantee the rights of all women to choose abortion or to have a child.Provide federal funding for abortions.Support women who choose to have children with quality prenatal care and a children's allowance.

9. Introduce a real family policy.

Promote full-time jobs at high wages.Mandate paid family leave and child care.Recognize the integrity and legality of all families -- including those of lesbians and gay men.Pass the federal lesbian & gay civil rights bill.

10. Save the environment.

Expand recycling programs and encourage demand for recycled products.Protect diverse natural ecosystems such as the rainforest and wetlands.Shift government subsidies from nuclear energy to renewable energy sources, including solar and wind.Prevent pollution throughout the production cycle and make corporations accountable for clean-up costs.

11. Promote fair trade and peace through a democratic foreign policy.

Support meaningful global democracy, human rights, and demilitarization.Establish social charter rights as the basis for international economic integration.Through loan forgiveness and development aid, insure North-South equality.

12. How would we pay for it?

Reduce defense spending by 50 percent.Institute a progressive tax system by lowering payroll taxes and restoring the highest tax bracket to its 1977 levels.
