Chief State's Attorney John M. Bailey announced the arrest of BURL DAVID FILKOFF, N.D., Naturopathic Physician, d.o.b. 4/25/57, of West Hartford, Connecticut, on a warrant charging him with Larceny in the First Degree by Defrauding a Public Community, a class B felony carrying a maximum penalty of twenty years and a fine not to exceed $15,000.

The arrest warrant affidavit alleges that Dr. Filkoff billed the State of Connecticut, Department of Social Services, Title 19 Medicaid Program $1,544,133 for the treatment of 298 Medicaid recipients for dates of service between July 1, 1997 and December 31, 1999.

Thirty-nine Medicaid recipients were interviewed to determine whether or not services billed were rendered. The arrest affidavit alleges that on some of the billing dates the Medicaid recipients were not seen by Dr. Filkoff. Some recipients were in the hospital, out of the country, out of state, or verified being at other appointments and locations. The Investigation disallowed 2,323 fraudulent claims totaling $64,275.

Dr. Filkoff was released on a $50,000 non-surety bond and will be arraigned in Superior Court at G.A. #14, Hartford, on November 21, 2001.

The case was investigated by Inspectors of the Medicaid Fraud Control Unit at the Office of the Chief State's Attorney with the cooperation and assistance of the East Hartford Police Department and the Federal Bureau of Investigation Health Care Task Force. The case will be prosecuted by the Medicaid Fraud Control Unit in Bailey's Rocky Hill office. Dr. Filkoff's charge is merely an accusation, and he is presumed innocent until and unless proven guilty.
