The Civil Service Commissioners
are concerned with the maintenance of an effective Civil
Service free from political bias. They do this by maintaining
the principle that selection to appointments in the
Civil Service must be on merit on the basis of fair
and open competition. They have had this responsibility
since 1855. At the end of 1995 they were given a new
further role to hear and determine appeals
in cases of concerns about propriety and conscience
raised by civil servants under the Civil
Service Code which cannot be resolved through internal
procedures and to report on such appeals made to them.
Commissioners are appointed directly by the Crown under the
Royal Prerogative. They are not appointed as civil servants
and are independent of Ministers. They report annually on
their work to the Queen and their report
is published.
