Saturday, November 20, 1999 Published at 04:37 GMT World: Europe Solana new Western European Union chief The Western European Union defence organisation has confirmed that the former NATO secretary general, Javier Solana, is to be its last head before it is wound down in a year's time. Mr Solana - also a former Spanish foreign minister - is currently European Union foreign and security policy chief. He succeeds Jose Cutileiro of Portugal.
