Evins of Tennessee, 1969; assistant to former Senator Jim Sasser of Tennessee in the 1970s; was professional staff member of the Senate Appropriations Committee and staff director of the Subcommittee on Military Construction, 1993; Assistant Secretary of the Army (Installations, Logistics and Environment), 1993-1997; was Army Acquisition Executive, 1997-1998; was Under Secretary of the Army, 13 November 1997-15 October 1998; was Acting Secretary of the Army, 2 January 1998-2 July1998; Deputy Director of the Federal Emergency Management Agency, 1998-1999; was Acting Under Secretary for Memorial Affairs, Department of Veterans Affairs, December 1999-September 2000, and then appointed Under Secretary for Memorial Affairs, Department of Veterans Affairs, September 2000-today.
