Coverage of the Kosovo Crisis, 1999-2000

NATO's military intervention in Kosovo, coming as a last resort, reflected failure of policies pursued since the end of the Cold War. Whereas Hitler was defeated in six years, Milosevic has held our for eight, and counting. NATO leadership has failed Europe in dealing with the Balkan crisis. A bombing campaign alone did not meet the aims set for it. NATO action without UN sanction has wrecked relations with Russia and undermined the international community. THe UN has been thrust, with meager, ill-equipped resources, into a political vacuum where an under-strength international military presence still struggles to suppress ethnic violence. A definitive political solution still awaits -- for Kosovo, for Serbia, and for the Balkans as a while. The immense tasks of assistance to Kosovo and the Balkan region as a whole in institution building, economic reconstruction and reform, humanitarian relief, ethnic reconciliation, and integration into the Euro-Atlantic community will challenge Europe and the Atlantic Alliance for years to come.
