REPORT: Directions
for the Next New Age of Telecom Regulation (PDF)

The report’s four authors recommend that government regulators develop policies that allow telecom companies to focus on innovation, unfettered competition, and consumer benefits to jumpstart the industry. The report finds that current pricing policies inhibit network investment, and that a deregulated telecom sector will benefit consumers, create jobs, and provide a much-needed boost to economic recovery.

REPORT: Reflections
and Directions: Twenty Years After the Divestiture of AT&T; (PDF)

The four authors of the NMRC report find that consumers have experienced a ‘rocky road’ over the last two decades but now benefit from a plethora of new choices on how to communicate in the wake of the AT&T; break-up 20 years ago on January 1, 1984. But the court-ordered divestiture and two decades of ensuing laws and rules has been a decidedly mixed bag for the telecom industry, the report notes.

REPORT: The Future of Internet Phone Calling: Regulatory Imperatives to Protect the Promise of VoIP for Industry and Consumers (PDF)

This NMRC report finds that an unsettled regulatory picture could threaten emerging VoIP services with unresolved regulatory questions. The consensus of authors of this report call on the FCC to (1) develop a clear national VoIP framework; (2) subject VoIP applications that function like telecom services to certain telephony rules; (3) regulate all VoIP service providers equally; and (4) ensure that statutory social responsibilities are met.

Is Phone "Competition at the Crossroads?": An Analysis of the Consumer
Federation of America’s Local Competition Study
Dec. 9, 2003
This CEI/NMRC report finds that the CFA study takes positions and makes
claims not supported by empirical evidence and misapplies data to support
conclusions. The CFA study paints a picture that competition has failed
in the telecom industry. The CEI and NMRC report authors, Solveig Singleton
and Stephen Pociask, strongly dispute these CFA study claims.
