Traffic and Parking Regulations

Where to park?

There are over 1,000 parking spaces throughout the city, for both on and off-street parking.

Downtown Parking Regulations

Metered Parking Spaces

  • Hours of operation of the meters 8:00 A.M. and 5:00 P.M., Monday through Saturday. Sunday and Holidays are exempt.

  • There are two standard rates for meters. On-street in $.25 per 30 minutes, while the fee for parking lots is $.10 per 30 minutes. You will find longer term meters(up to ten hours), in the lots.

  • If there is one meter between two spaces, generally, the handle of the meter should face the space that it goes to.

Reserved Spaces

  • Many parking lots downtown have an availability of reserved parking space for a prepaid fee of $30.00 per month (Wells Street Lot Lower section $40.00). Reserving a space essentially allows you to park without having to plug a meter during the hours of operation of the meters, as listed above.

  • Residents and patrons of downtown are still responsible for complying with the other night-time restrictions as mentioned below.

Parking Lot Reserved Fees

Daytime monthly rentals $30/month
Nighttime monthly rentals $30/month
Wells St. Park Structure monthly: Lower Level $30/month
Meter daily rentals (construction) $1/day, $5/week
Short term overnight rentals $1/day

 On-Street Reserved Fees

Meter for construction $10/day
Weddings/special events $.25/per 30 minutes

Meter Fees

On-street parking $.25/per 30 minutes
Lots $.20/per 30 minutes

Night-time Parking Restrictions

There are a few overlapping night time zones which may affect you as a resident or patron of downtown.  They are:

  • There is no parking allowed on-street between the hours of 1:00 A.M. and 6:00 A.M. in the Central Business District, year around.

Between November 1 and April 30 there is no parking permitted on any City street between the hours of 1:00 A.M. and 6:00 A.M.

This restriction included the paved portion of the roadways and the entire City owned right-of-way.

EXCEPTIONS: As approved by the City Council

Oak Street, East Side
Elliot Street, South Side for a distance of 120’ East from Main Street

Between November 1 and April 30 the schedule for rotating parking lots at night-time is in effect. During this time-frame between the hours of 12:01 A.M. and 6:00 A.M., parking is permissible by alternating schedule only.

As of 1994, between May 1 and October 31 it is permissible to leave a vehicle in a municipal lot for 5 nights consecutively. Day-time restrictions still apply, (such as parking meters or reserved parking). The exception to this is any lot that may be posted for no parking.

Residental Parking Permit District

Residents can petition to the City Council to create a district which allows only residents of their street to be able to legally park on their street.  Upon receipt of a petition representing a majority of the residences within an area and upon approval by the City Council these residents’ vehicles will be exempt from certain “No Parking” codes.

Current Residential Parking Permit Districts:

Adams Court, north and south sides
Bruder Street, north side
Hamden Drive, east and west sides
Iceland Circle, north and south sides
Wilcox Terrace, east and west sides

Keene State College Area Parking Restrictions

There are numerous merchants in the downtown area that participate in the Park Free program. These merchants will reimburse shoppers up to a specified amount. Ask for details from merchants displaying the "We Reimburse Your Parking" decal.
