GENTEXT/REMARKS/1.  THIS MARADMIN SERVES AS A REMINDER OF THE
DEADLINE FOR MANDATORY POSSESSION OF MINIMUM QUANTITIES OF THE MCCUU
AND MCCB AND PROVIDES GUIDANCE FOR THOSE FEW MARINES STILL UNABLE TO
PROCURE THE REQUIRED ITEMS.
A.  MANDATORY POSSESSION REQUIREMENT/DATE.  PER REFS A AND B,
EFFECTIVE 1 OCTOBER 2004, THE MINIMUM REQUIREMENT OF MCCUU AND MCCB
IS AS FOLLOWS:
- 1 SET DESERT MCCUU (INCLUDING 1 GARRISON CAP AND 1 BOONIE HAT)
- 1 SET WOODLAND MCCUU (INCLUDING 1 GARRISON CAP AND 1 BOONIE HAT)
- 1 PAIR MCCB (HOT WEATHER)
- 1 PAIR MCCB (TEMPERATE WEATHER)
B.  OBSOLESCENCE OF THE BLACK/GREEN COMBAT BOOTS.  PER REFS A AND B,
EFFECTIVE 1 OCTOBER 2004, BLACK COMBAT BOOTS AND BLACK AND GREEN
JUNGLE BOOTS ARE DEEMED OBSOLETE AND ARE NO LONGER AUTHORIZED FOR
WEAR.  MARINES MAY CONTINUE TO WEAR BLACK SPECIAL/ORGANIZATIONAL
ISSUE BOOTS (I.E., SAFETY AND FLIGHT BOOTS) PER THE COMMANDER'S
GUIDANCE.  HOWEVER, THOSE BOOTS DO NOT SATISFY THE MINIMUM MCCB
REQUIREMENTS.
C.  ENFORCEMENT OF MANDATORY POSESSION DATES.  A CAREFUL REVIEW OF
AVAILABLE INVENTORY AND PRODUCTION SCHEDULES FOR BOTH THE MCCUU
AND MCCB INDICATES THE MAJORITY OF MARINES ARE ABLE TO MEET THE
1 OCTOBER 2004 MANDATORY POSSESSION DATE; THEREFORE, THAT DATE WILL
NOT BE ADJUSTED.  REGARDLESS, SOME MARINES MAY EXPERIENCE DIFFICULTY
MEETING THE MANDATORY POSSESSION DATE FOR REASONS BEYOND THEIR
CONTROL (E.G., "HARD TO FIT" SIZE OR REMOTE DUTY LOCATION).  
ACCORDINGLY, THE FOLLOWING GUIDANCE IS PROVIDED.  
(1) COMMANDS WILL WORK WITH THOSE MARINES UNABLE TO MEET THE
1 OCTOBER 2004 DEADLINE TO PROCURE THE REQUIRED ITEMS.  ON A
CASE-BY-CASE BASIS, COMMANDERS MAY LOCALLY EXTEND THE MANDATORY
POSSESSION DATE TO 1 APRIL 2005, BUT NO FURTHER EXTENSIONS ARE
AUTHORIZED.  WHEN SUCH AN EXTENSION IS GRANTED, A PAGE 11 ENTRY WILL
BE MADE IN THE MARINE'S SERVICE RECORD BOOK/OFFICER QUALIFICATION
RECORD.  AT A MINIMUM, THE ENTRY WILL CITE THIS MARADMIN AS
AUTHORITY FOR THE EXTENSION, IDENTIFY THE DATE OF THE EXTENDED
DEADLINE, AND STATE THE REASON FOR THE EXTENSION (E.G., "HARD TO
FIT" SIZE, REMOTE DUTY LOCATION, ETC.).  
(2) FOR "HARD TO FIT" MARINES (I.E. UNUSUAL SIZES), COMMANDERS ARE
ENCOURAGED TO COORDINATE WITH MARINE CORPS SYSTEMS COMMAND (PM ICE,
ATTN:  MS. DEE TOWNES (FOR MCCUU) DSN 256-4296 AND MS. CHRISTIE
FOSTER (FOR MCCB) DSN 378-3318) TO PROCURE THOSE ITEMS.  REF C ALSO
PROVIDES FOR TELEPHONE AND MAIL ORDERS OF ONE SET OF EACH MCCUU AND
MCCB VIA NEXCOM.
2.  THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.
