First Lady Laura Bush, a former school teacher, told members of the Senate last year that “the development of early language and pre-reading skills is not only extraordinarily critical to a child's reading ability and academic success throughout school, as well as his or her occupational success throughout life.  The absence of this development has the potential to destroy self-esteem, confidence, and motivation to learn.”

In April of 2002, President Bush announced a new initiative to improve early childhood education for millions of America’s youngest children. The President’s initiative aims to:

·         Strengthen Head Start to improve the quality of experiences for young children, including training the nearly 50,000 Head Start teachers in the latest and best techniques;

·         Ensure that pre-school programs are more closely coordinated with state K-12 education goals; and

·         Improve the information available to parents and caregivers about the best practices in early childhood development, including an unprecedented $45 million research effort to identify effective early literacy programs and practices

Internet Access in U.S. Public Schools and Classrooms: 1994 - 2001
Special Hardware and Software for Students With Disabilities The Individuals with Disabilities Education Act requires that students eligible for special education under the law receive specially designed instruction: "Specially-designed instruction means adapting, as appropriate to the needs of an eligible child, . . . the content, methodology, or delivery of instruction - (i) to address the unique needs of the child that result from the child's disability; and (ii) to ensure access of the child to the general curriculum, so that he or she can meet the educational standards within the jurisdiction of the public agency that apply to all children" (Special Education Regulation 2001). The survey collected data on whether public schools had students with various disabilities and, if so, whether they had assistive or adaptive hardware and software8 available for these students.
 
 
The Internet as a Way to Communicate With Parents and Students Since 99 percent of public schools were connected to the Internet in 2001, most schools had the capability to make information available to parents and students directly via e-mail or through a Web site. This section presents key findings on the availability of school-sponsored e-mail addresses and on school Web sites.

Children 0 to 21 years old served in federally supported programs for the disabled, by type of disability: 1976-77 to 1999-2000
 
Overview of Public Elementary and Secondary Schools and Districts: School Year 2001-02 This report provides national and state-level information about public schools and districts for the 2001-02 school year. Data include the numbers and types of schools (example, regular, special education, charter, magnet) and local education agencies (example, regular school districts, education service agencies). Information is included about the numbers of students receiving services in programs for migrant education, English language learners, and special education. The information about schools includes instructional level, size, and urban-rural distribution.
 
The Head Start program is scheduled for reauthorization in the 108th Congress, and congressional Republicans want to use the opportunity to strengthen the program’s academic components to improve results for young children.

    To the Editor:
    It's been over three full weeks since I sent my open letter to the Board of Education and, par for the course, I've received no response. Well, not from them anyway.

    Since I'm fairly certain they don't want an outspoken parent actively campaigning against their bond, here's what they can do for me now:

    1. Pull from the depths of the MCS books the precise amount expended on legal fees for due process hearings, mediation, and civil actions over the last five years. Publish that information along with a dollar figure representative of the number of days school employees have spent preparing for and attending these proceedings, based on their salaries. (I'm assuming they are cognizant of the fact that while preoccupied with such hearings, school staff are unable to complete their real work.)

    U.S. Secretary of Education Rod Paige today released the following letter that he sent to chief state school officers, praising the progress states have made in implementing the No Child Left Behind Act and expressing his concern over any attempts to lower the bar of expectations for schools and students:
