State Librarian Jim Scheppke formed the Statewide E-Reference Task Force during the spring of 2002 in response to expressed interest by all parts of Oregon's library community. He invited participation from the following groups:

- One representative from each Oregon Reference LINK library
- Two representatives from OLA
- One representative from OEMA
- One representative from Orbis
- One representative from Portals

Task force members were appointed to design a collaborative E-reference support service to serve end-users and library staff. The task force first met in June and has worked throughout the summer to complete its work.
