The verdict is in: sanction China

BAUER [to Forbes]: China is in the middle of a massive arms build-up. They’ve taken technology from the US. We’ve got threats on Taiwan. This Chinese defense minister said: War with the US was inevitable. Will you repeal MFN status for China? I will in my first week in office.

FORBES: We must let the Chinese know what the rules of engagement are. On human rights abuses: We will criticize them. In terms of trade, it has to be two-way.. If they don’t adhere to those rules, then you take the appropriate steps including taking trade sanctions.

BAUER: Will you repeal MFN status for China or not?

FORBES: If China violates those rules of engagement, then trade is going to be on the table including MFN. But you must first lay out what those rules are. If they want a relationship with us, here’s how you can have it. If not, they can have that confrontation and we’ll win against them just as we did against other tyrants.

Withdraws after NH Primary

Bauer abandoned his presidential bid after his last-place finish in the New Hampshire primary. “I was in it to actually get the nomination,” Bauer said. “When it became clear to me that I could not see a realistic way to do that, it seemed to me that the better part of valor was to move aside.” As he bowed out, Bauer gave a final plug for his defining issues, including opposition to abortion and to trade with China. He said he felt good about pushing the debate toward conservative issues. “Sometimes in the debates. I heard my words even when my lips weren’t moving. So I think my message was catching on,” he said.

Bauer declined to endorse any of the four Republicans still vying for the GOP nomination. Bauer noted those who remain: the son of a president, the son of an admiral, and the son of a tycoon. “I’m the son of a janitor,” he said.

Q: How much power do you think the federal government should have over state education? A: Washington DC is the problem, it’s not the answer.. I will block grant the money. It was $17 billion then; it’s $38 billion now. Only one dollar out of four gets to the classroom, to the pupils and to the teachers. I support vouchers, credits for all forms of education, including home schoolers. We can get the bureaucracy out of the way and begin to have some real good things happen in the classroom again.

Cut payroll taxes by 20 percent and allow workers to invest or spend the money as they deem appropriate. There will be a corresponding reduction in the growth of future benefits for those who receive the tax benefit, but no reduction for current retirees. This will preserve the basic structure of Social Security and help ensure its long-term solvency.

BAUER: Of course we should have a no-tax pledge. The American people are over-taxed. But, Steve, I don’t like your tax plan. You take away the mortgage deduction, [which would] decrease housing values. You take away the charitable contribution deduction which churches rely on. And then you take the money you save from those two things and you give a new write-off to big business that will allow many of them to pay zero in federal taxes. My proposal is fair; It’s pro-family; it’s pro-entrepreneur; pro-mainstream. It looks out for the human capital of our country, which is most important.

FORBES: We need fundamental reform: getting rid of this current tax code. If you allow people to keep more of what they earn, housing will be helped. As for the business side, not allowing a small business to recover their investments, you’ll destroy them. And as a result you’ll destroy tens of millions of jobs.

Market fails poor kids-push funds for Digital Divide

Q: Should we spend government funds to address the “digital divide?” A: In rural areas of America and in the inner city, kids are being left behind when it comes to the Internet. Once again, we’re leaving some of our children back instead of making sure they can take part in all the advances that I think are down the road. The marketplace is great but it doesn’t always work perfectly. And as president, I would be willing to use the bully pulpit of my office in order to try to make sure that access was there. Also tax incentives for companies, I think that’s a fair thing to do. While we’re running a surplus, it seems to me these are some useful ways to use a little bit of that money.
