Christopher C. Horner serves as Counsel to the Cooler Heads Coalition and a Senior Fellow at CEI. In the former capacity, he oversees litigation on topics including the unlawfully produced National Assessment on Climate Change and EPA violations of the Freedom of Information Act, plus numerous FOIA projects, agency statutory compliance, and other legal matters involving the Kyoto Protocol climate treaty.
For CEI, Mr. Horner offers policy insight drawn from a decade of experience in Washington on Capitol Hill and with larger law and government-affairs firms providing counsel to regulated entities in the broader environment, health, and safety arenas.
Mr. Horner is a frequent public speaker, is regularly cited by press outlets, and has written on environmental and other topics in publications ranging from law reviews to legal and industrial trade journals to newspaper opinion pages. He has provided written testimony upon request to Congressional committees on numerous occasions. Since 1998 Horner has made over 150 radio and 200 television appearances, including regular appearances on the Fox News Channel, Court TV, and MSNBC, providing legal and political commentary. He has also appeared on The News Hour with Jim Lehrer, CNN, Reuters Television, Canadian Broadcasting, America's Voice/Renaissance network, and PBS and network affiliates.
Horner also appears weekly on the syndicated radio show "Battle Line" and writes commentary syndicated by United Press International.
