History

1913

The Capitol Highway #3 is added to the State Highway System from Portland to Salem via Dayton. The West Side Highway (unknown number) was added to the State Highway System from Dayton to Junction City. These were the predecessor to the Pacific Highway West #1.

1926

When the US Highway System is implemented in 1926, the Pacific Highway #1 is given the US-99 designation.
US-99

1927

The Capitol Highway #3 and the West Side Highway is merged into the West Side Pacific Highway #3 from Portland to Junction City. The portion of the Capitol Highway #3 from Dayton to Salem is removed from the State Highway System, but will return later as Salem-Dayton Highway #150.

1930

US-99 is split in the Willamette Valley as US-99E and US-99W. US-99E is routed along the Pacific Highway #1 and US-99W is routed along the West Side Pacific Highway #3.

1937

The new section of the West Side Pacific Highway #3 is completed to Tigard along Barbur Blvd.

1938

A new route between Eugene and Junction City is opened on the Pacific Highway #1. The old route becomes Junction City-Eugene Highway #223.

1939

The Pacific Highway #1 is officially split into the East Side Pacific Highway #1E (replacing the East Portland-Oregon City Highway #46) and the West Side Pacific Highway #1W (replacing the West Side Pacific Highway #3) from Junction City to Vanport, south of the Interstate Bridge. The Macadam Ave segment of the Pacific Highway #1 between Oregon City and the Ross Island Bridge in Portland becomes the Oswego Highway #3 and is marked as ORE-43.

1950

The Pacific Highway West #1W is taken off 4th Ave., 6th Ave., Broadway, and the Broadway Bridge in downtown Portland and is moved onto the new Harbor Drive, over the Steel Bridge, and onto a new portion of Interstate Ave. south of the Broadway Bridge.

1957

With the implementation of the Interstate Highway System, many Oregon Highways are realigned to carry Interstate Routes. To accommodate I-5, the following changes were made to the Pacific Highway #1, Pacific Highway East #1E, and Pacific Highway West #1W:

• The portion between Albany and Junction City is named the Albany-Junction City Highway #58.
• The portion between Junction City and Eugene is transferred to the Pacific Highway West #1W.


1961

A new freeway is complete between Albany and Eugene and is marked as I-5 / US 99.
The Baldock Freeway is completed from Tigard to Downtown Portland and is marked as I-5 / US 99.

1966

All segments of the Pacific Highway #1 are completed or upgraded to Interstate Standards and are marked as I-5 with the completion of the Marquam Bridge and Minnesota Street Freeway in North Portland.

1972

Oregon becomes the last state to decommission US-99, US-99E, and US-99W and makes them ORE-99, ORE-99E, and ORE-99W.

Harbor Drive is removed from the Portland Waterfront to create Waterfront Park (Later named for Gov. Tom McCall, who spearheaded the drive to remove the freeway). The Pacific Highway West #1W is moved to Front Street between the Ross Island and the Steel Bridges.

1979

The ORE-99W route designation is removed from Pacific Highway West #1W between Tigard and the Interstate Bridge through Portland.
ORE-99W

1996

The ORE-99W route designation is returned to the Pacific Highway West #1W between Tigard and Downtown Portland.

Before 1923, the Pacific Highway #1W was known as the Capitol Highway #3. This was also the route of US-99W starting in 1930. Within the Portland City Limits, the old route is still known as Capitol Highway. Other portions of the old highway include Terwilliger Blvd. north of Capitol Highway.

To find the Capitol Highway Segment...

From I-5 Exit 294 Northbound, turn right onto SW 60th Ave., then left onto Capitol Highway. Follow Capitol Highway back across I-5 through SW Portland. Once you travel through the Hillsdale District, turn left onto Terwilliger Blvd. until you join SW 6th Ave. just south of I-405.
