"Americans Outdoors Act" gathers support; House, Senate, and Bush administration stalemated over reauthorization of TEA21

The House of Representatives passed a bill that cuts spending for juvenile justice and delinquency prevention programs as compared to FY 2002 funding levels.
 
The proposed bill would authorize $20 million in federal funding (through the Centers of Disease Control and Prevention) to help local YMCAs expand and implement school- and community-based programs targeting at-risk teenage youth and their families.
