Welcome
to FSA's Budget and Performance Management System (BPMS) Website!
Beginning in the fall of 2003, FSA embarked on an ambitious journey to
transform itself into a more performance-based, transparent, and
results-oriented organization by linking our budgetary requests to our
performance goals.

This transformation effort began with the development of our new draft 6-year
Strategic Plan (FY 2005-2010) and will lead to improved customer service and
satisfaction, improved program delivery, improved employee satisfaction, and
enhanced operational efficiency and effectiveness.
Our Strategic Plan is a tool we will use to keep us on track, fully focused,
and well positioned to help American farmers and ranchers remain globally
competitive, and to help ensure that agricultural producers meet consumer
demands while protecting the environment.
This new draft Plan has revised mission and vision statements, and more
meaningful goals and measures which are tied to our budget. The Plan is the
cornerstone of our performance management effort and provides a
stakeholder-driven roadmap for achieving our Strategic Goals:
- Supporting productive farms and ranches;
Supporting secure and affordable food and fiber; and
Conserving natural resources and enhancing the environment.
Supporting the accomplishment of each of these Strategic Goals is the BPMS
Management Scorecard with a series of cross-cutting performance measures. I
encourage you to read our new Strategic Plan; you will gain a greater
appreciation and understanding of what we do and what we will do over the course
of the next six years for American agriculture and the public.

our draft Strategic Plan no later than June 20, 2005. We would like to
have the opportunity to fully consider your questions or concerns before we
release the final Plan in September.
