The World Games 2005

The WG start in two days. What do you expect of this years edition in Duisburg? I have said all along that I expect The World Games 2005 to be another absolute highlight in the International World Games Association’s (IWGA) 25 years of history...

The city of Duisburg has shown on a number of occasions that it’s up to the task as an organizer – by putting on sporting events of a virtually identical scope. I refer not only to the Unversiade in 1989, but also to the numerous canoeing and rowing world championships, and many other events staged at Duisburg’s superb venues over the years. The city – and the entire region for that matter – is very fond of sports. Setting new attendance records for The World Games appears to be a realistic target, considering we are holding the games at the center of Europe’s most densely populated area.

The World Games try to get out of the corner and into the spotlight. The media coverage is expected to be higher than at any of the previous six editions. Where do you want to go with the event?
Let there be no mistake: The World Games were exposed in the past as well. In terms of television coverage, we had even more hours broadcast internationally on the games in 1997 than we do now. We had 958 media personnel from 149 organizations accredited in 2001. Above all when it comes to the quality of the coverage, we seek to establish a new benchmark with the 2005 edition. The World Games, just like the Olympics, are made up of thousands of excellent stories, of stories about exceptional athletes. That we may have neglected somewhat in the past by keeping the focus too much on the technical aspects of our sports. We are glad to see that the Duisburg organizers, in their communications to the outside world, put the emphasis on the human aspect of sports. Without the athletes and the kaleidoscope of colors that they bring to the event, there could hardly be any ‘fasciNATIONS worldgames’.

How do you see the event compared to the Olympic Games?
The World Games and the Olympics share the same values. The IWGA and the International Olympic Committee affirmed this as the premise to the Memorandum of Understanding which they both signed on October 26, 2000. And once you really consider this, the games are certainly no different one from the other when it comes to their underlying philosophy. Everything else is merely a matter of scale. Bear in mind that staging an edition of The World Games requires about the same funds as bidding for an edition of the Olympics through the first phase. Just take a look at Leipzig’s budget for the 2012 bid! And that’s still way before the actual investments for a stadium, for the Olympic Village, etc. need to be made.
The host city is never required to build facilities or extend upon available infrastructure for the sake of The World Games alone. In its brief to the candidate hosts, the IWGA stipulates that the sports be staged at existing venues. Moderation and sustainability are among the leading principles of the IWGA.

Would it be an option, to develop The World Games as official way into the Olympic Games, meaning sports which want to get into the Olympics have to go present themselves first in The World Games?
The actual process of bringing changes to the existing Olympic Sports Program has only now been fully defined. But all sports added to the Olympics over the last three decades have featured at least once in The World Games: baseball, badminton, beach volleyball, softball, taekwondo, triathlon, women’s weightlifting and trampoline. As part of the review of the Olympic Sports Program, which was voted on by the 117th IOC Session last week, four current World Games sports – karate, roller sports, rugby and squash – were considered for inclusion in the 2012 Olympics. Two, squash and karate, got within very few votes of making it on to the program.

IOC-President Jacques Rogge is going to be at the opening ceremony. What do you expect of his visit?
IOC President Jacques Rogge knows The World Games well. He has served as the Chef de Mission for the Belgian delegation to The First World Games 1981. Prior to his election in 2001, he has been the appointed IOC Observer to the IWGA Executive Committee for a number of years, and he has contributed to the development of our organization. I am certain that he, too, will be proud to see just how much progress has been made over recent years in establishing The World Games further. He doesn’t want to limit his visit to an attendance of the Opening Ceremony; he intends to take in as many sports as he possibly can during his short stay in Duisburg.

Do you wish in more support from the IOC?
The World Games are held ‘under the patronage of the IOC’. And that is mutually understood to be more than simply adding a byline and providing moral support. The IWGA receives financial support from the IOC. It allows us to run our headquarters in Colorado Springs, USA, and to engage in a number of activities to continually develop The World Games. Under the terms of the MoU, the IOC provides support and assistance through the transfer of knowledge program in number of areas. Much of what you will see in Duisburg – the athletes’ parade by nations during the Opening Ceremony, the protocol governing the awards presentations, etc. – can all be traced back to valuable input the IWGA, and the organizers, received from the IOC. As The World Games mature, they will undoubtedly benefit from further IOC assistance. I hope that the 2009 organizers, the city of Kaohsiung, Chinese Taipei, will be able to rely on elements of the Olympic Results and Information System that will be used during Beijing 2008. One of the other significant contributions is the IOC’s effort to rally support for The World Games among all constituents of the Olympic Movement. The IOC President himself called repeatedly on the National Olympic Committees (NOCs) to sanction and support their national multi-sport delegations to 2005 Duisburg. Many new NOCs, the German NOK among them, have followed suit. I expect to see a record number of NOCs involved in 2005 Duisburg.

What are the strength of The World Games? Where do you see the weaknesses?
The diversity of their sports would obviously come to mind as foremost strength. No other multi-sport event covers as broad a range of sports performed at the highest international level as do The World Games. But – once one starts matching up strength versus weakness, it tends to happen rather frequently – the strong side gets close to becoming a potential pitfall. The IWGA has 32 member federations governing close to 40 different sports at the world level. About a dozen other International Sports Federations have indicated their interest to join the IWGA and to be part of the games. Empirically, around 30 official sports get to feature in an edition of The World Games, the host cities add a few invitational sports, and all of the sudden you are up against the type of ‘athletic smorgasboard’ that is simply too overwhelming, that tends to be very heavy on the stomach - even before one sits down to start eating.  Adding depth to all our featured sports is as important as is their variety. Keeping our future sports program properly balanced is the challenge for the IWGA executive during the next four years.

It seems that some of the sports represented are still not organized in a professional way. Isn't that a major problem?
All our member federations have to perform up to minimum standards, and they do. We unite under the IWGA umbrella IFs with annual budgets of many millions of Euros and others that have to run their sport on a shoestring. Whether the job gets done by professional staff or by an enthusiastic volunteer workforce is never the issue – as long as the standards are met. Every single member federation can legitimately claim that it governs its sport at the world level. The vast majority of our federations are recognized by the IOC, all belong to the General Association of International Sports Federations.

The number of participants has developed form 1265 in 1981 to an estimated 3500 now. 100 countries will be represented. It seems like a wide range, but many countries just send a few athlets. Is there a problem of getting participants from other than industrial countries?
That we have around 100 nations present for 2005 Duisburg honors the IFs. They have made an effort in bringing the world’s best athletes and in ensuring a fair global representation. By establishing the selection criteria, they determine the international participation in The World Games. At least at this point, the IWGA is not able to do what the IOC does: foster athletes from developing countries through Olympic Solidarity – from training through to their participation in the games. Maybe in the future athletes in World Games sports, too, will be eligible for Olympic Solidarity support.

The WG cost about 15 Million Euros. All the money come from local sponsors or from the state. How is the financial situation of the IWGA?
In the past, and including the 2005 Duisburg edition, the IWGA has surrendered all commercial rights to the organizers in return for annual contributions which have allowed us to keep the association afloat. In the future we will become more involved in exploiting some of these rights jointly with the organizers. That the national and regional governments contribute to the funding of an event like The World Games seems appropriate, given their scope and their importance.

Big sport organizations draw money from TV-coverage. Do you expect the WG to be able to do that in the future too?
The major sporting events that are capable to draw substantial revenue from TV rights on their strength alone can be counted on one hand. For all others, including The World Games, it remains a struggle. Even if rights fees per se cannot be easily obtained, other formulas exist to secure airtime and to generate income. Changes in technology and different financial models to have coverage delivered to audiences will make it possible for The World Games, too, to be more prominent on air, and thus become an even better proposition to their partners.

If we would ask you to suggest to a visitor one event to see in Duisburg? What would it be?
I can only recommend a 10-day general pass, all events included, with free public transport thrown in on top. What I can vouch for: whatever event you will end up at, you will get to see the world’s best athletes in the particular sport perform at their very best. To the 3,500 sportsmen and women who come to Duisburg, The World Games are the pinnacle in their sporting careers. To the 500,000 spectators we expect at the 27 venues, the ‘fasciNATIONS worldgames’ will be memorable.
