Breaking Down The Voting on HBs 1-4: By Party, Within Party

In the previous post, I included earlier votes, second reading votes and final reading votes. Now, I want to take a minute and look at how the final votes broke down (with corrections made from the House Journal).

What I’ve done is taken a look at each bill, the vote tally, and broken down the Y/N votes down party lines, assuming (and excepting HB 1) that all Democrats were most likely to vote no.

Not surprised with Rose or McReynolds, but am surprised with Quintanilla, Villarreal and Howard. Definately with Howard. Strama just has me puzzled, but I assume there’s a Travis County connection for their no votes, as there must be for so many of the Houston/Fort Bend delegation Republicans who ended up on the “no” side (Bohac, Elkins, Howard, C.; Riddle, Talton.

As for Hughes…I’m not sure. I’m quite surprised he sided against the Rs on this one. The only thing I can think of is that some of his contributors and possible GOP Primary opponents in ‘08 in Harrison County wanted him to back off on this one. Otherwise, he’d have no reason to go against the leadership on this one, as he rarely seems to vote his constituancy anyway.

By and large, the Republican Defectors on this one represent fairly decent sized rural constituancies. Except for Leo Berman, Homer, and Hopson (the latter two Democrats) most of the (northern) East Texas delegation also went against this one.

FINAL SUMMARY:

Robby Cook was the only Democrat who voted FOR all three of HBs 2, 3 and 4.

Carter Casteel and Delwin Jones were the only Republican who voted against all three of HBs 2, 3, and 4.  

The following Republicans voted against TWO of either HBs 2, 3, or 4: Hughes, B.; Keffer, B.; Riddle, D.; Talton, R.

The following Democrats voted for TWO of either HBs 2, 3, or 4: Donna Howard, Vilma Luna, Joe Pickett, Mark Strama.

One possibility that’s been suggested to me is that maybe Strama and Donna Howard haven’t learned to distrust Craddick enough yet. Maybe they think there really will be a serious discussion of school finance now that Perry’s fondest wishes have been fulfilled. Naive at best, of course, but I could see how they might fall for it.

[…] This is of particular significance because a good chunck of the Harris County delegation and that from nearby Fort Bend County in the House voted against House Bill 3: Bohac, Elkins, Charles Howard, Debbie Riddle and Talton all voted against HB 3 and all are from Harris/Fort Bend counties, not to mention Democrats like Thompson and Dutton, who also represent Harris County. The announcers state taxpayers deserve “long-lasting tax relief” and urge listeners to tell their legislators to vote “yes” for the plan, which passed the House late Monday and is now pending before the Senate. Perry and Craddick tried and failed to swap sales taxes for property taxes last year, and this year they succeeded with the TTRC tax. Anyone want to guess where the inevitable shortfall for school finance will be made up down the line? I’ll give you a hint: it rhymes with “Tales Max”. […]
