Bringing back New Orleans

What will it take to bring back New Orleans? Will it ever be what it once was? Should it go back to how it was? We are rapidly entering hurricane season again. Can New Orleans survive another hit? When the city reopened in October, New Orleans' residents started returning. What did they find when they got there? What is it like now? Rents have been going up rapidly- how will that effect the population and the make-up of the community? Have we learned anything from this tragedy?
