U.S. Government Human Research Project Lists: CIA's MKULTRA and other related projects

" Anxiety interferes with memory, that's known. Some psychopaths suffer little anxiety, if any. Medical mentalists say that's probably why certain criminals without consciences remember all sorts of lifetime details that others tend to forget" - L.M. Boyd, 12/5/03 - Crown Syndicate

The lists on this page are by no means complete.  They will be added to as new information is made available to the public through CIA FOIAs (requests for information) and other sources of solid documentation. To view any list, click on its link below:

FMSF/CIA Cover-Up: Bedpartners from Hell

Pamela Freyd, Ph.D., executive director and co-founder of the False Memory Syndrome Foundation (FMSF), wrote a lead-in to the non-profit's on-line list of members of its Scientific and Professional Advisory Board (retrieved July, 2002).  She wrote that the FMSF "was formed by a group of accused families [of child sexual molestation - this included Pamela and her husband, Peter] and several professionals at the University of Pennsylvania in Philadelphia and Johns Hopkins Medical Institution in Baltimore [italics added; see first list].  This nuclear group had come together with other families to try to figure out what had happened to cause the dramatic change of behavior in their now-adult children to try to cope with the pain from the loss of their children and to address the legal nightmare of being accused of abuse ... As we considered the structure that such an organization might take, we felt that we would be most effective if we could gain the help of members of the scientific and clinical communities who studied memory.  With the help of world-renowned memory and hypnosis researchers Emily and Martin Orne [see second list] , we began to identify people whose published research in the field of memory or clinical practice might provide insights into the problem ... Through letters and phone calls we made contact with the outstanding scholars and clinicians who became the FMSF Scientific and Advisor Board."

What I find ironic is that  Pamela Freyd and her cohorts proved the FMSF's connection to the CIA by how quickly they gained solid support from a host of former CIA contractors, starting with Martin Orne (see FMSF cross-references in second list).   Pamela  also failed to mention that her husband, Peter Freyd, was involved in human experimentation (see second list).

Next, Pamela Freyd and other founders of the FMSF used the credentials and clout of a long list of professionals on their Scientific and Professional Advisory Board to add a sheen of professional credibility to the FMSF and to its bogus claims that repressed memories and severe dissociative disorders are phony.

At the same time, some of its members used the non-profit to help hide the truth of their past criminal behaviors towards children and other innocents through the CIA's MKULTRA program and other government-funded human research projects -- many of which, given the scientific community's raised standards -- would not have been permitted today.

They did this by using the FMSF to create and promote a bogus "syndrome" that would discredit former victims so that, should the victims remember what has been perpetrated against them, they would be discredited publicly (via the FMSF's well-financed media blitz) and in court (usually FMSF representatives hired by the defense to convince juries that the victims' memories are "false").

Connected Individuals

The next list is of individuals who are documented to have either participated in or supported human experimentation, or to have worked closely in the past with those who did.  The descriptions of any positions or affiliations are of those that were held in the past; they may not apply now.

Several of the listed individuals have openly testified about their past  involvement in human experimentation; many others still refuse to acknowledge their  connections.  Some of the researchers who administered biochemical agents to subjects also administered it to themselves.  Not all human experimentation was harmful to participants.

This list is not intended to incriminate any innocents who may be named along with perpetrators of civil rights violations.  It is for educational purposes, only.  Some of the named individuals who worked closely with government contractors, may not have been directly involved in human experimentation.

FMSF Advisory Board Members Employed by Above-listed Universities and Hospitals

Just for fun, I cross-referenced the Hospitals, Universities, and Facilities list with the employers of those listed in the FMSF's advisory board (as of 7/02). I was curious to see how many of these professional members are connected to universities, hospitals and facilities that have histories connecting them to human experimentation.  Please be aware that although some of the connections may be significant, others may just be coincidence.

     Aaron T. Beck, M.D, D.M.S. - University of Pennsylvania , Philadelphia

David F. Dinges, Ph.D. - University of Pennsylvania, Philadelphia

Fred H. Frankel, MbCHb, DPM - Harvard University Medical School, MA

George K. Ganaway, M.D. - Emory University, Atlanta, GA

Henry Gleitman, Ph.D. - University of Pennsylvania, Philadelphia

Lila Gleitman, Ph.D. - University of Pennsylvania, Philadelphia

    Ernest R. Hilgard, Ph.D., N.A.S. - Stanford University, CA

John Hochman, M.D. - UCLA Medical School, Los Angeles, CA

Philip S. Holzman, Ph.D. - Harvard University, MA

Harold I. Lief, M.D. - University of Pennsylvania, Philadelphia

Paul R. McHugh, M.D. - Johns Hopkins University, MD

Ulric Neisser, Ph.D., N.A.S. - Cornell University, NY

Emily Carota Orne - University of Pennsylvania, Philadelphia

Harrison Pope, Jr., M.D. - Harvard Medical School, MA

A minimum of 29% of the advisory board members were employed by universities and hospitals that, according to CIA records, were involved in human experimentation.  There are other members who have been been employed in the past, and there probably are other involved facilities that we do not have records on.

Of the 14 members who worked at these universities and hospitals as of 7/02, 43% were employed by the University of Pennsylvania (remember, Pamela Freyd claimed that the University of Pennsylvania and Johns Hopkins were instrumental in the formation of the FMSF) and 21% were employed by Harvard University.  Dr. Paul McHugh's employment at Johns Hopkins is significant, because he may have been instrumental in recruiting that university's initial support in creating the FMSF.
