We are now moving into some practical measures you can take to better secure your communities.  The purpose of this section is not to create paranoid citizens or vigilantes, but the opposite.  With common sense guidance, our communities can be a measured resource for law enforcement and a defense against terrorism.

     After everything else that we have told you about terrorists, they are not invincible.  In fact terrorists are weak and need terrorism to project a false image of power.  They can not fight it out with our military or even our police so they attack defenseless targets. 

It's time to chose between being a spectator

or a participant in our country's security.

Why?

• Security, police, and the military can’t be everywhere.

• Terrorism personally affects every individual.

• Heightened awareness communicates confidence that we are not easy targets.

• It works!
