An appropriations measure provides budget authority to an agency for specified purposes. Budget authority allows federal agencies to incur obligations and authorizes payments to be made out of the treasury. Each year, appropriations acts fund discretionary agencies and programs and appropriated entitlement programs.

Legislative Outlook

On October 27 2005, the full Senate passed their long-awaited Labor, Health and Human Services (HHS), and Education appropriations bill. It was passed by an overwhelming vote of 94-3, which provides $141.7 billion in discretionary funding and directs $63.7 billion to the U.S. Department of Education (ED). Several education amendments were approved, though the Council’s priority programs remained virtually unchanged from the committee-passed bill in July.

On June 24, 2005, the House passed the FY06 Labor, HHS, Education Appropriations bill (H.R. 3010) by a vote of 250-151. The bill provides a $110 million increase for the U.S. Department of Education.

The next step is conference, in which the House and Senate will flesh out their funding differences (see table below).
