The travaux preparatoires are the minutes of the meetings that resulted in the 1951 Convention. While they are useful as historical documents, they also serve the practical purpose of assisting in the interpretation of the meaning (or at least the intention of the drafters) of the various terms used in the 1951 Convention.
The travaux preparatoires are arranged by date. Within each date, they are arranged according to nature (procedural matters before substantive matters) and subject (by the article(s) of the Convention which they concern).
As a matter of style and consistency, the remarks and concerns about provisions in the Convention are entitled "Comment on . . . ". However, many of these remarks and concerns could also have been entitled "Proposal for".
We are working on cross-referencing this list with official UN document numbers. In addition, we hope to be able to provide a brief summary shortly under the heading of "description" in each entry.
