Morocco: The New Face Of Terror?

...Of the 22 people still being held in jail, 15 are Moroccans. In recent years, the intense police scrutiny paid to other Arab populations in Europe, as well as the flow of drugs through Morocco, has led terrorist organizers to step up their recruitment of Moroccans, long viewed as minor players in the global jihad. A member of Hofstad, an extremist group composed largely of young ethnic Moroccans, is accused of the November murder of Dutch filmmaker Theo van Gogh. A total of 13 of the terrorist-group members have been arrested by Dutch police so far. Similar sweeps have led to arrests in France and Belgium, where at least a dozen members of a suspected Moroccan terrorist cell have been jailed over the past year. Lieve Pellens, spokeswoman for the Belgian federal prosecutor, says that 80% to 90% of those arrested since 2003 on terrorism charges are Moroccan. Says a French investigator: “The days of not worrying about Morocco are over.”

Counterterrorism officials say they are increasingly concerned about the influence of the loosely organized Moroccan Islamic Combatant Group, a fraternity of extremists rooted in Morocco with ties to both al-Qaeda and many suspected terrorists in Europe, including the Madrid bombers. But authorities don't know the full scope of the threat, in part because Moroccan radicals are adept at hiding in plain sight. According to a French antiterrorism investigator, cell members in Europe have successfully exploited the reputation of Moroccans as hardworking and willing to assimilate. “They work hard at day jobs and family lives that provide total cover for clandestine activity,” says the investigator... Moroccan's Trail of Terror Illustrates Ongoing Ability to Organize Attacks

RIYADH, Saudi Arabia -- In the post-Sept. 11 world, Karim Mejjati was the perfect undercover al Qaeda operative. The former medical student from Morocco could speak several languages, had many passports and excelled at building bombs. He was also good at avoiding attention as he crisscrossed four continents to organize a wave of catastrophic attacks.

On May 12, 2003, an al Qaeda network that investigators say was put together by Mejjati in Saudi Arabia blew up three residential compounds for foreign workers in Riyadh, leaving 23 dead. Less than a week later, about 3,000 miles away, suicide bombers trained by Mejjati carried out the deadliest terrorist attacks in Moroccan history, killing 45 people in Casablanca.

For the next two years, authorities in the Middle East, North Africa, Europe and North America pressed a secret but intensive global manhunt for the French-schooled suspect, fearing that he had set up other al Qaeda sleeper cells that had yet to be activated. Saudi Arabia put him near the top of its list of most wanted terrorism suspects. In Morocco, he was sentenced in absentia to 20 years for the Casablanca bombings. When suicide bombers shattered the calm of the Casablanca night on 16 May 2003, they did more than take 45 lives; they endangered Morocco's future as a democracy. Morocco had long been considered a haven of tolerance and peace. Any troubles were attributed to foreign agitators.

But Moroccans bombed Casablanca. All grew up in poverty and followed the ideology of radical Islam. None had ever left Morocco. 15 of the 22 people jailed for the Madrid bombing are Moroccan. In a special feature on the 3/11 attacks, Time magazine called Moroccans the “new face of terror”.

Moroccans Gain Prominence in Terror Groups

There are numerous signs that Moroccans -- both at home and abroad -- are playing a bigger role in global networks of Islamic militants. In recent months, authorities in Italy, France, Belgium and the Netherlands have broken up apparent terror cells composed primarily of Moroccan immigrants.

In Germany, two Moroccans are facing trial on charges of helping to carry out the Sept. 11, 2001, attacks in the United States, and warrants in the case have been issued for two other people of Moroccan descent. Saudi Arabia's list of most-wanted terrorism suspects also names two Moroccans, the only ones from outside the Arabian Peninsula.

“We cannot exaggerate the threat,” said Claude Moniquet, a terrorism researcher and president of the European Strategic Intelligence and Security Center in Brussels. “The terrorist threat in Morocco and the Moroccan community in Europe is real.” Full Story

Europe's biggest terrorist threat is Morocco ¡ª seething with as many as 1,000 al-Qaeda adherents capable of suicide attacks and skilled at slipping through the continent's southern gateway, Spain's leading anti-terrorism judge testified Thursday.

The impoverished kingdom just a short ferry ride across the Strait of Gibraltar has about 100 al-Qaeda-linked cells that raise money by dealing hashish, fencing luxury cars and smuggling people into Spain, Judge Baltasar Garzon told lawmakers investigating the Madrid train bombings.
