The mission of the Alaska Republican Party is to promote the principles upon which this country was founded; advocate common sense solutions to the unique challenges facing Alaska; and serve as Alaska's leading grassroots political organization. We also seek to elect to public office Alaskans with integrity who are committed to enacting these solutions.
Government must preserve individual freedom by observing constitutional limitations;
Our country, our people and our Constitution must be honored, respected and defended;
The values that strengthen our nation are family, faith, personal responsibility and accountability;
In the sanctity of human life, from the time of conception until natural death;
Education is the most important investment we can make in our future, and we support parental control and responsibility, local control, high academic standards and innovative competition.
The free enterprise system is the most successful means of achieving economic justice;
The entrepreneurial spirit, which forged our state should be nurtured and not burdened by excessive governmental regulations;
Our national defense should be strong, viable and second to none;
Alaska's standing record of exemplary stewardship of the land demonstrates that responsible development of our resources is compatible with our unique environment.
I. JOBS, THE ECONOMY AND NATURAL RESOURCES
A. We support the free enterprise system.
B. We recognize that international trade is important to Alaskas economy, support increased trade between Alaska and foreign countries, and support free trade zones in Alaska.
C. We support advocacy for, access to and reasonable incentives for the active management and development of Alaskas renewable and nonrenewable resources, to include the availability of timber for harvest.
D. We support significant improvement of Alaskas transportation infrastructure to encourage wise development and better access to more areas of the state.
E. We support the maximum sustained yield of and accessibility to Alaska's fisheries and oppose farmed salmon and farmed halibut. We also oppose foreign interception of any species of salmon on the high seas.
F. We support the subsistence use and the rights of all Alaskans to hunt and fish.
G. We support the opening of the coastal plain of the ANWR and NPRA to oil and gas exploration, development and production in an environmentally sound manner.
H. We support RS 2477 and increased access to wilderness areas and oppose the establishment of additional roadless areas in Alaska.
I. We seek efficiency and accountability by having state government not provide those services that can be more efficiently provided by the private sector or local government.
J. We encourage economic investment in the State of Alaska by supporting legislation that creates stability, sustainable resource development and a fair and balanced approach to taxation between the people of Alaska and investors.
K. We support the development of energy and telecommunication infrastructure to facilitate business investment in Alaska.
L. We support tax reform at the federal level that will provide a system of taxation which is fair, simple, less burdensome and more transparent.
A. We support daily recital of the Pledge of Allegiance, including the words under God, proper display of the American and state flags, and active promotion of patriotism in our schools through curricula and activities. We support teaching the accurate historical Judeo-Christian foundation of our country.
B. We support parental choice and the availability of public, private, charter, and home-based educational alternatives. We support use of tuition tax credits and vouchers to accomplish school choice.
C. Active, written parental consent must be obtained before children participate in any sex education/HIV-AIDS curriculum and such curriculum should be truly abstinence-based. We oppose teaching homosexuality as a legitimate lifestyle.
D. We support giving Creation Science equal representation with other theories of the origin of life. If evolution is taught, it should be presented as only a theory.
E. We support maximizing local control of public education. We support high educational standards that are academic, and the development of cognitive skills, that can be measured by standardized testing. We oppose any federal testing programs.
F. We support high standards and the use of competency testing for educators.
III. HEALTH & FAMILY
A. The family is the central core of society. A family unit is defined as people living together, who are related by blood, marriage, or adoption. We support the continued sanction of civil marriage between one man and one woman as husband and wife.
B. Parents have the ultimate responsibility for their children, including the right and duty to appropriately discipline and the right to require active, informed prior consent for all medical care, medical procedures, psychological testing, and counseling.
C. Human embryos are complete human beings at the earliest stages of development. We support a total ban on stem cell research that involves the killing of human embryos.
D. Our children are gifts to be loved and protected, not products to be designed or manufactured. -George W. Bush. We oppose human cloning, including for research purposes.
E. We support a program to help our senior citizens who are in need of medicine to sustain life.
F. We believe any expansion of gaming in Alaska is detrimental to our families and society.
IV. JUDICIARY, LAW & CRIME
A. We support the implementation of capital punishment for heinous crimes, and implementation of strong mandatory minimum prison sentences for all persons, including minors, committing crimes with deadly weapon(s) or deadly force.
B. We support requiring criminals, regardless of age, to make restitution to their victims.
C. We support strong mandatory minimum penalties for all felony crimes, especially first-time sex offenders. We support public registration for persons convicted of felony sex offenses and child molestation, and legislation to prohibit production, sale and distribution of child pornography.
D. We believe in a judicial system that supports a strict, literal interpretation of the United States and Alaska Constitutions and statutes and recognizing the sovereignty of our laws without reference to foreign precedent.
E. We support a change to the Alaska Constitution eliminating the power of the Judicial Council to limit the list of potential appointees. The Judicial Council could still give its rating, but the Governor could choose from among all applicants.
F. We support limiting eminent domain powers to public use only. Public use should not include transference of property from one private party to another private party.
G. We are opposed to legalization of marijuana/hemp.
H. We support sentencing criminals to meaningful work after they have been convicted of a felony.
I. We support a residency definition as pertaining to the Alaska Permanent Fund that allows persons who leave the state for volunteer service such as Job Corp or missionary service to continue to be eligible for the Alaska Permanent Fund Dividend.
J. We support removing Alaska from the 9th Circuit Court of Appeals.
V. NATIONAL DEFENSE
A. We support an active, aggressive worldwide war against terrorism and support military action in Afghanistan and Iraq as a part of this war.
B. We strongly support the establishment and operation of the Ballistic Missile Defense System in Alaska that is capable of protecting all 50 states.
C. We strongly believe in the readiness of our homeland defense recognizing that every citizen has the responsibility to support and defend our way of life using all resources as permitted by law.
D. We support the continuation and/or expansion of the military force structure in Alaska, including our Active Duty Forces, Reserve Forces, National Guard, Naval Militia and Alaska State Defense Force, recognizing Alaskas strategic locations and unparalleled training opportunities.
E. We believe in developing, producing, and deploying the most modern weapons and equipment to our forces in a timely manner, utilizing domestic research and development.
F. We believe our Armed Forces compensation should be sufficient to attract and retain quality men and women while we honor our promises and commitments to veterans, retirees, and their families.
G. We are committed to providing comprehensive support programs for members of our armed forces and their families.
H. We support securing our national borders as an essential component guaranteeing our national defense.
VI. CONSTITUTIONAL RIGHTS
A. The right to life is bestowed by our Creator. It is the responsibility of government to protect that right. The right to life exists from the moment of conception until natural death, and every human being deserves protection under the law.
B. The U.S. Constitution guarantees the right of Americans to individually keep and bear arms. We oppose federal, state, and local laws that infringe upon this right including registration or licensing of firearms or firearms owners.
C. The Tenth Amendment to the U.S. Constitution forever reserves to the states and to the people all rights not expressly granted to the federal government. This reservation gives the State of Alaska sovereignty and management authority over all land, navigable waters and resources within its boundaries. We oppose all federal laws, regulations, mandates, actions, and executive orders that exceed the powers delegated to the federal government by the U.S. Constitution.
D. We support and defend equal access to development and use of natural resources for the maximum benefit of all Alaskans, as guaranteed in Alaskas Constitution.
E. We support the preservation of private property and access rights of all individuals.
F. We support just compensation for any regulatory taking.
G. We oppose the proliferation of regulations that restrict development of private property and access to public property.
H. Statutes should not refer to rights in the Constitution as privileges.
I. The Alaska Republican Party supports the permanent fund dividend and encourages that there be no significant changes to the system without a vote of the people.
