Welcome to my campaign site! I appreciate your interest in my campaign for Congress.

I hope you will join me in my fight to change the direction of our county because I’ll need your support in order to get to Washington and clean up the Republican mess in Congress.

That means ending the War in Iraq, protecting a woman’s right to choose, celebrating America’s diversity, creating new high-paying jobs and fighting for universal health care.

But this fight isn’t new to me.

Since I grew up in Central Brooklyn, I am proud to have been given the opportunity to represent you politically over the last 25 years. As your state Senator I have stood up to the conservatives in Albany and fought for our progressive values.

With the retirement of Congressman Major Owens, we need a real progressive who understands and celebrates the diversity and culture of Brooklyn. I am that candidate.

I have the experience and courage to challenge the Republicans in Washington in order to start turning America around and champion a real progressive agenda for Brooklyn and beyond.

Carl Andrews

Carl Andrews has spent most of his adult life serving the people of Brooklyn. Born at Brooklyn Jewish Hospital in 1956, he understands keenly the struggles families wage to provide a better life for their children. He is a product of Brooklyn schools and knows first hand the challenges the education system faces.

A 1978 graduate of Medgar Evers College with a Bachelors degree in Political Science, Carl was inspired to enter public service after attending a lecture on the importance of civic responsibility given by then Brooklyn Representative Shirley Chisholm, the first African American woman elected to Congress. Carl enrolled in a course on State and Local Politics which led to an internship in Albany with then Assemblyman Albert Vann. Carl also graduated with a Masters degree in African American Studies from SUNY Albany in 1981.

In 1980, Carl became one of the youngest elected school board members in New York City, sitting on the Community School Board for the 17th District in Crown Heights, where he grew up. As a school board member, Carl faced issues including overcrowded schools, bilingual education, special education, Title 1 funding, the selection of principals and administrators as well as managing relations between the Crown Heights Hasidic and African-American communities.

In 1981, Carl was appointed Assistant Director of the Black and Puerto Rican Caucus, where he challenged New York City’s legislative redistricting and argued for the creation of additional council seats to match the city’s rising population. He was the lead plaintiff in Andrews v. Koch, the landmark 1981 federal lawsuit that struck down New York City's use of at-large City Council seats as a violation of one person, one vote, and resulted in new redistricting.

From 1983 to 1998, Carl served under a number of distinguished elected officials: Director of Constituent Services for Congressman Major Owens; Legislative Director for Assemblyman Albert Vann; Special Assistant to Secretary of State Gail Shafer; and as the Director of New York City Governmental Relations for the State Senate under Marty Connor. Additionally, Carl acted as Democratic district leader for the Crown Heights/Flatbush neighborhoods from 1993-1998.

In 1998, Carl acted as Field Director for Eliot Spitzer’s successful Attorney General campaign. After the campaign, Spitzer hired Carl to work as Director of Intergovernmental Relations. He served until 2002, taking brief leaves of absence to work as Deputy Campaign Manager for Senator Hillary Rodham Clinton in 2000 and as Campaign Coordinator for NY City Comptroller William Thompson in 2001.

Senator Carl Andrews was first elected to the New York State Senate’s 20th District in a February 2002 Special Election. He represents one of the most ethnically diverse State Senate Districts in New York City. He currently represents the neighborhoods of Flatbush, Crown Heights, Park Slope, Windsor Terrace and Prospect Heights, and maintains a full-time, full-service community office in Flatbush. Carl is a member of First Baptist Church in Crown Heights.

Issues


The Republicans in Washington have been practicing a “me first” philosophy that has been crippling our nation. Whether it is fighting the war on terrorism, international trade policy, taxes, or social security, the incompetence of President Bush and the Republican Party is hurting our nation with debt and war. The challenges that are facing our citizens today require proven leadership that will correct these problems and strengthen the American people.

The central lesson of the Iraq War is that America can not solve every global problem alone and that it needs the cooperation of the global community to deal with global issues. Likewise American’s can solve community problems if they unite and stand together. There is no reason why the richest nation on Earth can not guarantee access to health coverage for every citizen, ensure our seniors have Social Security when they need it most and educate our children to compete for better paying jobs. If we can spend billions to rebuild the city of Baghdad, surely we can spend a fraction of that to rebuild our schools and hospitals in our Brooklyn communities.

As your Congressman, Carl will be part of the new Democratic Party wave that is willing to take on the big fights and stand up for basic Democratic values. We need a new progressive agenda in Washington that unites America to solve the problems that face our nation and its citizens.


Education

Public education in America is too low on the list of national priorities—there isn’t enough money, resources or teachers in our classrooms. The leadership in Washington D.C. has the responsibility to provide our schools with the financial support that will ensure that every child, especially those in urban areas, will receive a quality education. America needs real education reform and Carl is ready to vigorously push the leadership to obtain it. The school children of today are the pillars of tomorrow’s America. To keep America strong our children need an education that will provide them with better paying and fulfilling jobs. That's why Carl has stood shoulder to shoulder with all of the dedicated individuals working in Public Schools across the state in the never-ending struggle to make our schools the best in the nation.

Real change takes real leadership, and that is why Carl is looking forward to leading the charge for better public schools when he goes to Congress.

Healthcare

The American healthcare system is a disgrace especially for low and middle income citizens. Access to quality, affordable healthcare should be a right for every American. As your congressman Carl will fight the Republicans in Washington every step of the way until we have adequate healthcare for every person in the United States.

According to the Census Bureau, 45.8 million people—15.7 percent of the total U.S. population—were uninsured in 2004, up slightly from 15.6 percent in the previous year. Among those, 21.2 percent of non-Hispanic Blacks were uninsured and 34.3 percent of Hispanics were uninsured. Many of these Americans live here in Brooklyn.

Meanwhile the Republicans in Washington have bungled our healthcare delivery system by giving insurance companies and HMOs everything they want, while most Americans are left without basic healthcare coverage. In Washington, Carl will stand up to the Republicans and their special interest groups and bring quality health care to our low and middle income citizens.

Immigration

Lately, immigration has become a divisive issue in a country built in large part on the work and dreams of foreigners in a new land. As former director of the NY Immigration Control Reform Act of 1986, I am no stranger to the issues surrounding our nation’s current immigration debate. During my tenure, I established and managed statewide offices to assist eligible aliens process amnesty paperwork. These centers helped over 200,000 aliens navigate INS, now U.S. Citizenship and Immigration Services (USCIS), and move closer to their goals of permanent residency and American citizenship

America is a nation of immigrants. We pride ourselves on being a pluralist society that eagerly welcomes those in search of a better life for themselves and their families; free from persecution and free to pursue our nation’s widely touted American Dream. While our current immigration system and policy requires much needed revision, America’s solution does not lie in any policy that criminalizes those who come to America with the intent of living and acting as law-abiding contributors to society, as proposed by the Border Protection, Antiterrorism and Illegal Immigration Control Act, authored by Republican Congressman James Sensenbrenner. The answer is certainly not enacting policy that seeks to penalize churches, hospitals, or any social service organizations acting on their humanitarian mandate to help those truly in need -- regardless of consequence or popular opinion.

I support comprehensive immigration reform that incorporates the following principles:

  • A path to citizenship for our current undocumented population;
  • A reduction in family immigration backlogs;
  • The creation of new legal channels for future immigrant workers; and
  • The protection of the civil rights and civil liberties of all aliens.

Medicare Prescription Drug Card

America can and should do more to help seniors get life saving prescription drugs. The Republicans had their chance to reform the Medicare prescription drug plan, but they instead gave more money to the drug companies than to the seniors who need it most.

According to recent reports, less than 10 million people have chosen to enroll in a stand-alone prescription drug plan, while another 950,000 have joined Medicare Advantage plans that include prescription drug coverage.

The new prescription drug program has been overwhelmed by misguided funding and implementation problems. People with low-incomes who previously had Medicaid coverage for prescription drugs are paying more for less coverage and often getting lost in the system, while other Medicare beneficiaries are bewildered by the range of drug plans, cost-sharing options and drug formularies.

We need to scrap the current prescription drug plan and start from scratch. When Carl is elected to Congress, he will help dismantle the Republican’s Medicare prescription drug plan and with the assistance of other Democrat leaders create one that truly meets the needs of our senior citizens.

Social Security

For 70 years Americans have relied on the monthly arrival of their social security checks to pay for rent, food, and medicine.

We must protect the Social Security Trust Fund at all costs and stop the Republicans who are stealing from Social Security to pay for tax cuts for the rich. The Republican plan is to privatize social security and leave everything up to the volatile markets on Wall Street. That plan will not keep social security solvent one additional day and will endanger the social security checks of those citizens that are ready to retire.

Carl will fight the Republicans who insist on giving your Social Security monies to the stock market and work instead to initiate real reform and keep Social Security solvent for generations to come.

Minimum Wage

While Americans are working harder and longer hours it’s getting tougher to make ends meet. Many Americans work multiple jobs every day and still live at or below the poverty line. They struggle daily to keep up as gas prices continue to go through the roof and wages remain stagnant. To help workers and their families deal with the increase in the cost of living, Carl believes Congress should immediately increase the minimum wage to $7.25 an hour.

Carl will work with the leadership to make sure that raising the minimum wage stays at the top of the agenda in Congress.

Katrina

Earlier this year Carl accompanied the Ebenezer Baptist Church’s “Freedom Caravan” in their travels. Our goal was to restore the voting rights of Katrina evacuees displaced from New Orleans to Atlanta and to ensure that these displaced American citizens were treated fairly when going to the polls.

What happened in Louisiana and the entire Gulf Coast region is a tragedy and it is time for our nation’s representatives to step up to the plate and make a real commitment to the rebuilding of these communities. In Congress, Carl will make sure that the focus is kept on the reconstruction of the Gulf Coast and in helping those residents that are ready to return home.

Gay Marriage

The issue of gay marriage is fundamentally one of civil rights and the separation of church and state. This country was founded on the notion of religious freedom, and while Carl respects the right of individual opinion, there is no room in the Constitution to regulate personal choice based on religious beliefs.

In Congress Carl will vote to end any form of discrimination towards any American citizen. Americans should be able to choose who can visit them in the hospital when they are ill, who can be covered under their health plans and who inherits their property when they die. These decisions should be the right of every citizen without intrusion from the government.

Iraq

The brave men and women who have enlisted in our Armed Forces to serve our country deserve a government that tactically and wisely utilizes every piece of intelligence to keep them as safe as possible while they protect the United States of America.

The Bush Administration will not deal with the reality that a new government in Iraq is not going to trigger a wave of democracy in the Middle East. To date there have been over 18,000 soldiers wounded and more than 2,500 American service men and women killed—numbers that continue to steadily increase as each day comes to an end.

The President with the help of the Republican Congress has speared headed one of the greatest blunders in recent political and military history. They have help create mayhem in Iraq and the rest of the Middle East. If you sent Carl to congress you’ll be sending a clear and loud message that its time to get the United States out of Iraq and bring our troops home.

Affordable Housing

The topic of affordable housing especially in urban areas like Brooklyn is very disturbing. Time and time again developers with the assistance of government agencies go into communities with plans to restore and upgrade these communities. Instead when the housing renovations or construction is completed they immediately disenfranchise the members of the community by raising rents or establishing astronomical prices for new homes.

The average wage earner making thirty-six thousand dollars a year can not afford to enter the housing market without financial assistance. Though the Republican Administration has encouraged banks and other lending institutions to assist low income wage earners to buy homes in their communities they have not instituted laws that will protected these citizens from unscrupulous lending practices. In recent years this lack of foresight has led a great percentage of these new property owners to go into early bankruptcy and subsequent foreclosure.

In Congress Carl will write and help pass legislation that will prevent our neighborhoods from being ripped apart by speculative developers and lending institutions. This legislation will protect our neighborhoods from speculators by providing clear and effective criteria for developers and government agencies when governmental funds are requested for new and renovated housing in our communities. In addition, Carl believes we should explore both local and national housing trust funds as options to build more affordable housing.

  • A path to citizenship for our current undocumented population; Undocumented immigrants in the United States, who have passed all background and security checks, should be allowed to receive work permits and access educational opportunities. Work and education are the building blocks of an informed and active citizenry.
  • A reduction in family immigration backlogs: Family reunification drives immigration. Restrictions and backlogs impede family unity. Immigrants admitted on work visas should be allowed to keep their families intact. Families create lasting roots and foster civic participation in their adopted communities.
  • The creation of new legal channels for future immigrant workers: Newcomers must be encouraged to become new Americans. Any pursued reform must integrate wider paths to permanent status and legal avenues for future immigrants, with strong enforcement. Stronger enforcement should include smart inspection and screening processes, as well as strategies that prosecute criminal smugglers. We can embrace immigration while guarding our shores and the rights of our newest Americans.
  • The protection of the civil rights and civil liberties of all aliens: It is an unfortunate reality that many immigrant workers often experience abuse and exploitation at the hands of corrupt employers. The worker visa program’s current rules and labor laws require stronger enforcement. Work should be a channel to permanent status.

By legalizing immigrants who live, work, and contribute positively to life in the United States, our country will continue to live up to its ideals of pluralism and acceptance; deal fairly with hardworking people who are pursing better lives – a goal every American can identify with; and allow undocumented immigrants to come out of the shadows and participate fully in their communities. Immigration law in this country is far from perfect. The solution is reasonable policy that confronts the issues at hand.

The Jewish Press heartily endorses Carl Andrews for Congress in the Democratic primary next month. Mr. Andrews is running in the 11th Congressional District, which includes the Brooklyn neighborhoods of Crown Heights, Flatbush, Kensington, Midwood, Prospect Park, Park Slope and Brownsville.

Mr. Andrews, presently a state senator, has served in various political and governmental capacities, including a stint as a senior staff person in Attorney General Eliot Spitzer’s office and with the Brooklyn Democratic Party.

We’ve always found Senator Andrews to be totally accessible and willing to seriously consider any point of view on any matter. Over time we’ve agreed and disagreed on this or that issue, and on several occasions have succeeded in changing each other’s positions after friendly discussion. We have come to know him as a man of his word who simply will not pander – someone who can be relied upon to follow through. We’ve also found him to be consistently sensitive to the needs of the Jewish community.

Senator Andrews has a particular interest in foreign affairs, and given his talent for consensus-building and his political acumen he undoubtedly would become a major voice on issues involving Israel. We have no reservations that Israel will have a fair and unbiased ear from a Congressman Andrews.

Mr. Andrews is an unusual political personality. In our experience he will not say something simply because he thinks you want to hear it. He is a person who will listen, and if he thinks you’re right, he will follow through with bulldog-like tenacity.

The voters in the 11th Congressional District would do well to send Carl Andrews to the U.S. Congress.

BROOKLYN, NY—Upon hearing reports of the ruling against same-sex marriages by the New York State Court of appeals yesterday, Carl Andrews (D-Brooklyn), released the following statement:

“I am deeply disappointed in the Court’s decision. I believe every person deserves equality under the law and this ruling undercuts this fundamental American right. The fight for equal rights is not over with this ruling. The State is compelled to uphold equal treatment for every citizen and when I am elected to Congress, I will mount a vigorous fight to protect those rights.”

CITY HALL — Today, New York State Comptroller Alan Hevesi, along with labor leaders gathered on the steps of City Hall to publicly announce their endorsements of Carl Andrews and urged Brooklyn residents to send him to US Congress for the 11th district, the seat being vacated by Rep Major Owens.

“No one is better prepared to represent the 11th congressional district than Carl Andrews,” said New York State Comptroller Alan Hevesi. “He is committed to creating more affordable housing, lowering crime and increasing access to health care. I look forward to the day I can visit him on Capitol Hill as we both try to make New York better than it ever has been.”

About Carl Andrews

Carl Andrews was raised in Brooklyn by a single mother. He met Dr. Martin Luther King, Jr. as a child and was inspired to enter public service after hearing Shirley Chisholm speak to his college class at Medger Evers College.

ALBANY, NY – Outraged by reports that Republican leaders in Congress are attempting to take the Voting Rights Act renewal vote off of the legislative calendar, the New York State Senate overwhelmingly voted to pass Carl Andrews' proposed Resolution J6255 “memorializing Governor George E. Pataki to urge members of the New York State Congressional Delegation to support renewal of the Voting Rights Act of 1965”. The resolution recognizes the importance of the 1965 Voting Rights Act and condemns actions taken by Republicans in Congress to block its renewal.

“I am stunned and appalled by the length to which Republican leaders in Congress have gone to block the renewal of the Voting Rights Act of 1965,” said Carl Andrews. “The passage of this resolution illustrates the overwhelming support of the New York State legislature behind the African American Community and I hope it influences other State Legislatures to do the same. LEGISLATIVE RESOLUTION memorializing Governor George E. Pataki to urge the members of the New York State Congressional Delegation to support renewal of the Voting Rights Act of 1965 in its entirety

WHEREAS, President Johnson signed the Voting Rights Act into law on August 6, 1965; in 1982, President Reagan extended the Voting Rights Act of 1965, and the amendments of 1970 and 1975, for 25 years; expiration of these amendments is to take place in 2007; and

WHEREAS, Three special provisions that are in danger of expiring include: Section 5 requiring states with a documented history of discri- minatory voting practices to prove to the Department of Justice that any new changes to their voting procedures are not discriminatory before those changes are implemented; Section 203 requiring bilingual voting materials in certain areas; and the authority to send federal examiners and observers to monitor elections; and

WHEREAS, The Voting Rights Act has guaranteed millions of minority voters a chance to have their voices heard and their votes counted; and

WHEREAS, The Department of Justice estimated in 1975 that almost as many African Americans had registered to vote in some southern states in the first five years after the passage of the Act as had registered in the entire century before 1965; the number of black elected officials has increased from just 300 nationwide in 1964 to more than 9,100 today; and

WHEREAS, Widely considered the most effective civil rights law, with its loss, we would lose many of the tools that provide protection of the rights provided by the 15th Amendment of the Constitution; now, there- fore, be it

RESOLVED, That this Legislative Body pause in its deliberations to memorialize Governor George E. Pataki to urge the members of the New York State Congressional Delegation to support renewal of the Voting Rights Act of 1965 in its entirety; and be it further

Caribbeans for Carl Andrews Coalition Formed

BROOKLYN, NY – A dedicated group of concerned citizens announced today that they have formed “Caribbeans for Carl Andrews”. Carl Andrews, New York state Senator and Democratic candidate for Congress in Brooklyn, is actively campaigning for the seat being vacated by retiring Congressman Major Owens.

“He has served as a great representative and role-model for this community as a New York State Senator, teacher, school board member and friend for more than twenty years. Senator Carl Andrews Joins Historic Ebenezer Baptist Church to Restore Voting Rights of Displaced Katrina Evacuees in New Orleans

“The devastation that still exists there today is beyond words.”

BROOKLYN, NY – New York state Senator and Democratic candidate for Congress, Carl Andrews, announced that his trip to New Orleans was a tremendous success. Andrews joined the Historic Ebenezer Baptist Church’s “Freedom Caravan” in order to restore the voting rights of Katrina evacuees displaced in the Atlanta area this weekend.

“The Historic Ebenezer Baptist Church was Dr. Martin Luther King Jr.’s home church and the spiritual engine behind the Civil Rights movement. From that movement, millions of Americans finally gained their right to vote. So I am proud to join any effort, whether it be in Florida in 2000, Ohio in 2004 or New Orleans in 2006, to protect the right to vote for African-Americans,” said Senator Andrews.

Senator Andrews took planes, trains and automobiles to join the “Freedom Caravan” but once there he was welcomed with open arms. He was interviewed by several television outlets in New Orleans as a national leader on protecting and restoring voting rights of African-Americans and was the only elected representative from Brooklyn who participated in the “Freedom Caravan”.

“I went to New Orleans to let everyone know that when someone has a voting rights problem in America, that Brooklyn is with them, and I will do whatever it takes to ensure that all people have their chance to have their voices heard,” said Andrews.

In addition to assisting the Historic Ebenezer Baptist Church, Senator Andrews toured the Lower 9th Ward—the area hardest hit by Katrina.

“The devastation that still exists there today is beyond words. Houses are still in the middle of the street, cars are still in the top of trees and families are still finding dead bodies in the rubble. I believe all Americans must keep this disaster at the front of their minds and keep the pressure on the politicians in Washington to stay focused on the recovery efforts until the job is done,” concluded Andrews.

BROOKLYN, NY – Today, following reports that the NYC Department of Parks and Recreation plans to institute membership fees to the six centers, currently funded by federal Community development Block Grants, NY State Senator Carl Andrews (D-Brooklyn), candidate for US Congress in the 11th District, condemned the proposition:

"The Brownsville and St. John’s centers are important components of Brooklyn’s day-to-day community; they allow a safe and supervised alternative to hanging out on the streets, provide work out facilities including swimming pools, gyms, boxing rings and basketball courts for those who otherwise could not afford to use them and serve as a unifier for all members of the community. In a city that offers very few breaks to the working poor, it is helpful to have a place that everyone can go to work out and socialize without creating a financial burden. Constituents who utilize these recreation centers live on a fixed income—an income that does not allow for extra luxuries including gym memberships. As these centers are federally funded, I see no reason to impose fees on those who cannot afford it. ”

Senator Carl Andrews Reacts to NYCHA Crisis

BROOKLYN, NY – Today, following reports that the NYCHA plans to significantly increase fees to tenants for appliances in apartments, repairs for damages beyond “wear and tear” and parking, NY State Senator Carl Andrews (D-Brooklyn), candidate for US Congress in the 11th District, called for a return to fiscal responsibility by the Bush Administration and the US Congress, releasing the following statement:

"The Bush Administration’s tax cuts to the wealthiest 1% of the country amounts to one-half a trillion dollars over the next 10 years. To off set this, domestic programs, including public housing aid, have been severely effected. As a result, those with the least are hurt the most. Constituents who receive public housing, whose average salary amounts to $19,000/year, live on an extremely fixed income—to them an additional $5/month could determine whether or not they eat on a given day. It is the responsibility of elected officials to ensure that the survival of the working poor is a priority. When providing tax cuts, our goal must be to achieve fairness. A Federal Government that turns its back on those in need is not one to be proud of.”

Senator Carl Andrews Condemns Homeland Security Funding Cuts to NY

BROOKLYN, NY – Infuriated by reports that the Department of Homeland Securities announced yesterday that it will be cutting funds for New York from $207.6 Million to $124.5 Million, Andrews (D-Brooklyn), candidate for US Congress in the 11th District, released the following statement:

“I am outraged and appalled by the recent announcement that the Department of Homeland Security plans to cut funding by 20% to New York. New York City remains a prime target for terrorist attacks and politicians in Washington are using the Homeland Security Grant Program as yet another pork barrel to reward sparsely populated regions controlled by Republicans. We cannot stand idly by while the Bush administration continues to send our troops and resources over seas to fight a war with no real exit strategy and then cuts funds to protect our citizens here at home. Politicians need to stop making major security decisions based on party-politics and follow the recommendations made by the non-partisan 9/11 commission report. When elected to Congress I will fight the Republican leadership in Washington as well as the Bush administration to see to it that every precaution is taken to prevent another 9/11 type attack from occurring here in New York.”
