Cobb County...Expect the Best!

Mission
Plan, design, construct, operate and maintain a multi-modal transportation network in a fiscally responsible manner to promote safe and efficient travel throughout Cobb County.
Description
The Department of Transportation (DOT) develops, manages, and operates the county's transportation systems. Those systems include a vast network of roadways, sidewalks, and pathways; a transit system that provides public transportation services; and a general aviation airport that serves business and recreational flying needs.
The Department is comprised of six divisions:   David Montanye, Director

Administration:
David Montanye, Director  770-528-1600
Consists of the Department's Director and administrative staff and oversees all functions of the Department.  This division manages the Department’s budget and finances, personnel matters, and administers the county’s street lighting program (Streetlight Repair Form).  Administration also provides, through the Development Review Section (John Morey), a transportation review and analysis of land development activity and maintains the DOT’s Development Standards and Standard Details.

Transportation Planning:

Laraine Vance, Division Manager  770-528-1650
Tracks development and population patterns to project future transportation needs and develop strategies to address those needs (Planning Studies). These activities include modeling efforts, sidewalk and pathway system (Trails) development, and transit planning.  The division works closely with the Atlanta Regional Commission (ARC), the Georgia Regional Transportation Authority (GRTA), Georgia Department of Transportation (GDOT), Cobb’s municipalities and adjacent counties in the planning and programming of projects.

Engineering:

Bob Galante, Division Manager  770-528-1622
Implements solutions to identified needs by designing new roadways and roadway improvements (Bid Letting Schedule), acquiring the rights of way (Dave Phelps) for their construction, and supervising the construction process (Road Project Update).  The division measures traffic volumes and tracks accident rates, as well as provides surveying services for the roadway projects and other county departments. The survey section operates and maintains a County-wide network of Continuously Operating Reference Stations (Cooperative CORS).  Engineering staff also provides Geographic Information System (GIS) support and coordinates the development and implementation of GIS in DOT, as well as for countywide GIS initiatives.

Operations:

Joe Fletcher, Division Manager  770-528-1684
Operates and maintains the county's roadway systems, including traffic signal systems (Traffic Signal Reporting Form ), pavement markings, signs, and right-of-way infrastructure.   The division issues permits to utilities desiring to locate in County right-of-ways (Utilities). The division also operates an Advanced Traffic Management System (ATMS) (Traffic Cameras).

Transit:

Rebecca Gutowsky, Division Manager  770-528-1610

Manages Cobb Community Transit (CCT), which is the county's public transportation system ( CCT Route Descriptions) including paratransit services for citizens with disabilities.  Multiple Park and Ride Lots have been constructed throughout the County (Park and Ride Lots). This division oversees the contracted daily operations of CCT, and plans for system enhancements and expansion.

Airport:

Karl Von Hagel, Division Manager  770-528-1615

Exercises operational control and management of Cobb County Airport-McCollum Field, a general aviation airport.  This division also initiates and implements programs to enhance the safety and efficiency of the facility.
