EMERGENCY MEDICAL SERVICES

MISSION STATEMENT

 

The mission of the Costa Mesa Fire Department's Emergency Medical Services bureau is to protect and to promote community health and safety by helping citizens prevent and prepare for sudden illness or injury, and by providing proficient and compassionate emergency medical care when sudden illness or injury occurs.

EMS OVERVIEW

 

PERSONNEL - All firefighters on the Costa Mesa Fire Department (CMFD), in addition to their fire suppression and prevention duties, are trained and equipped to provide emergency medical care. Some firefighters, designated as Firefighter-Emergency Medical Technicians (FF/EMT), are capable of providing BASIC LIFE SUPPORT level care. Other firefighters, designated as Firefighter-Mobile Intensive Care Paramedics (FF/MICP), are capable of providing ADVANCED LIFE SUPPORT level care.

FIRE STATIONS - There are 6 fire stations at strategic locations throughout Costa Mesa .

APPARATUS - Fire Department vehicles are known as “apparatus.” At all times, 24 hours a day, 365 days a year (366 days if it's a leap year), there are a total of 9 CMFD apparatus strategically deployed throughout the City:

  • MEDIC ENGINES - There are 5 Medic Engines based at 5 of the 6 fire stations. Medic Engines are staffed by a Captain/EMT, an Engineer/EMT, and 2 Firefighter Paramedics. Medic Engines are designated as “ALS Units” because they are capable of providing ADVANCED LIFE SUPPORT level care, in addition to carrying the hoses and water necessary for fighting fires.
  • QUINTS - Quints are essentially big trucks with a big ladder and lots of tools for fighting fires, gaining entry into structures, and rescuing people who are trapped in automobiles and other difficult places. They also carry a small amount of water to put on a fire until an engine arrives. Quints are designated as “BLS Units” because they are capable of providing BASIC LIFE SUPPORT level care. There are 2 Quints: One at the north end of the City, and the other at the south end. Quints are staffed by a Captain/EMT, an Engineer/ EMT, and a Firefighter/EMT.
  • RESCUE SQUAD - There is 1 Rescue Squad based in the center of the City. The Squad is a BLS Unit like the quints, and it is similarly staffed by a Captain/EMT, an Engineer/ EMT, and a Firefighter/EMT. It differs from the quints in that it has no ladder or water, it has a larger array of tools, and it is the Department's primary resource for heavy rescue operations and other unique rescue situations.
  • BATTALION CHIEF - There is 1 Battalion Chief (BC) vehicle based at Fire Station 5 in the center of the City. The Battalion Chief is an EMT, but he does not respond to routine medical emergencies. He is responsible for the command and coordination of all field operations during his shift.

EMS COORDINATOR - The EMS Coordinator (EMSC) reports to the Deputy Fire Chief and is responsible for ensuring that the Emergency Medical Services (EMS) provided by the Fire Department at all times meet and exceed the standard of care and applicable laws and protocols. The EMSC's primary objective is to promote the highest quality of patient care by providing EMS personnel the support and resources necessary for optimal field performance. Duties include: Medical quality control and improvement; EMS continuing education and training; Equipment supply and maintenance; Liaison to County EMS and health agencies; Community awareness and education. The EMSC is the City's primary resource for medical and health issues, and serves as the City's liaison to county, state, federal, and private medical/health/safety agencies and organizations.
