Diane Koken – Insurance Commissioner

Diane Koken - Insurance Commissioner Pennsylvania’s 45th Governor Edward G. Rendell nominated Diane Koken on April 22, 2003 to continue her service to the citizens of the Commonwealth of Pennsylvania as Insurance Commissioner. Her nomination was confirmed by the Senate on June 18, 2003.

Koken’s tenure as Insurance Commissioner dates back to August 1997 when former Governor Tom Ridge first appointed her Acting Commissioner. The Pennsylvania Senate confirmed Koken in December 1997, and again in February 1999. This latest confirmation marks the third consecutive confirmation to this position since having first been appointed in 1997.

In the first 100 days of the Rendell Administration, Commissioner Koken played a pivotal role in many of Governor Rendell’s initiatives, such as

  • Deferring the payment of the Mcare assessment, thereby saving healthcare providers thousands of dollars;
  • Making Pennsylvania the first state in the country to offer qualified health plans for all of its federal health care tax credit eligible citizens, and
  • Launching a statewide study of Pennsylvania’s uninsured – the first of its kind in more than a decade.

As a member of the Governor’s Cabinet, the Insurance Commissioner is responsible for the protection of the insurance consumer through the regulation of the insurance industry. Pennsylvania ranks in the top 5 in insurance premium volume in the country.

In September 2004, Commissioner Koken was elected President of the National Association of Insurance Commissioners (NAIC), the first time a Commissioner from the state of Pennsylvania has held an officer position in the NAIC.  As President, Commissioner Koken is committed to working with insurance regulators around the country to protect consumers and maintain the financial stability of the insurance industry.

Ms. Koken’s commitment to the industry and its consumers has spanned her entire professional career. Prior to her state service, she was Vice President, General Counsel and Secretary for a major life insurer.

Throughout her tenure as Insurance Commissioner, Koken has spearheaded numerous initiatives on behalf of Pennsylvania’s consumers, including:

  • Being the first state in the nation to offer assistance to Bethlehem Steel Retirees;
  • Pro-actively conducting enforcement actions and market conduct examinations to verify insurance companies and licensed insurance producers are complying with state laws and regulations;
  • Increasing the enrollments of the Children’s Health Insurance Program by 133% since the start of her public service;
  • Unveiling a new insurance program, adultBasic, for uninsured adults ages 19-64, and
  • A complete re-design of website – which boasts a monthly hit ratio of over 2 million visitors.

The Office of Insurance Commissioner administers the following programs:

  • adultBasic Health Insurance
  • Children’s Health Insurance Program (CHIP)
  • Catastrophic Loss Benefits Continuation Fund
  • Workers Compensation Security Fund
  • The Medical Care Availability and Reduction of Error Fund

The Insurance Commissioner holds memberships on:

  • Children’s Health Insurance Advisory Board
  • International Commission on Holocaust Era Insurance Claims
  • Medical Professional Liability Insurance Catastrophe Loss Fund Advisory Board
  • Underground Storage Tank Indemnification Board
  • Anthracite and Bituminous Coal Mine Subsidence Board
  • Health Care Reform Cabinet

The Pennsylvania Insurance Department administers the laws of the Commonwealth as they pertain to the protection of the insurance consumer through the regulation of the insurance industry. The Department monitors financial solvency, licenses insurance companies and producers, reviews and approves rates and forms, and coordinates the takeover and liquidation of insolvent insurance companies and the rehabilitation of financially troubled companies. The Department also investigates and enforces state laws and regulations pertaining to insurance and responds to consumer inquiries through its four regional offices. The Department provides the public with information and brochures regarding various types of insurance.
