Today, billions of people abroad believe that America's beacon is fading, our star is dimming, and that America's time is passing. Why?

Because four years after 9/11, Osama Bin Laden remains on the loose in the fastness of western Pakistan, and Al Qaeda remains a potent force among millions of Muslims.

Because the threat of terrorism has actually increased, partly as a result of the unnecessary invasion of Iraq, where after almost three years, we find ourselves enmeshed in an intensifying sectarian struggle that is drawing in jihadi terrorists like a magnet and creating a new cadre of hardened opponents to America and our friends. [...]

Because the United States has stood silently while the historic opportunity of a democratic Russia is systematically crushed and other new democracies threatened by the same power ministries and entrenched authorities that enslaved hundreds of millions during Communism's long reign.

Because our oldest friends and Allies, in Europe and Asia, are questioning America's commitment to the dialogue, institutions, and principles that kept us safe throughout the Cold War and even helped end ethnic cleansing in Europe during the 1990's.

The plain truth is, in America's rhetoric and conduct since 9/11, we've made more enemies than friends in the world - and that's no way to protect the American people!

COURIC: According -- let me just tell you. According to the Center for Responsive Politics, Abramoff and his associates gave $3 million to Republican and one -- Republicans -- and $1.5 million to Democrats including Senate Minority Leader Harry Reid [R-NV]. So, this --

DEAN: Katie, not one -- not one dime. Not one dime of Jack Abramoff money ever went to any Democrat. We can show you the FEC [Federal Election Commission] reports, we'd be very happy to do it. There is a lot of stuff in the press that the Republican National Committee has been spinning that this is a bipartisan scandal. It is a Republican-financed scandal. Not one dime of money from Jack Abramoff ever went to any Democrat. Not one dime.

"The Administration entire war policy has been a failure. It is far past time for Congress to say enough is enough. At the expense of vital domestic needs such as health care, education and Gulf Coast recovery, American taxpayers have already paid over $250 billion for the President's war of choice.

"Iraq has held three elections and is now a sovereign nation. Meanwhile, our troops are caught in the middle of a civil war that our own generals say cannot be won by military force. To funnel more money into this failed misadventure would serve only to throw good money after bad.

"Congress should not serve as a rubber stamp of this Administration's failed policies. Congress should reject this Supplemental request, along with the Administration's failed policy in Iraq, and work to bring all our troops home."

Rep. Waters said of Bush, prior to the State of the Union: "His message tonight will not deal honestly with the mistakes that he's made. And I believe that the latest revelations about him and his spying on American citizens - no matter how he tries to frame it - are impeachable offenses. I believe that this president is not only spying on American citizens in the way that he's describing it, but to indicate in any shape form or fashion that he's been authorized by Congress to do it on the vote that was taken after 9-11 is plain dishonest. And further to try to imply that he's supported by the Constitution of the United States is even more dishonest. And so, I think that this issue that he's been caught red-handed on is really typical of who he is, how he handles this presidency, and what his leadership is all about: spying and lying. And I think it is important for us to understand that all of the other issues that we're going to talk about today - and particularly the war in Iraq - will continue to exemplify how he has lied and misled the American public.

This administration reacts to any questions about spying on American citizens by saying that those of us who stand up for our rights and freedoms are somehow living in a "pre-September 11th, 2001 world."

In fact, the President is living in a pre-1776 world.

Our Founders lived in dangerous times, and they risked everything for freedom. Patrick Henry said, "Give me liberty or give me death." The President's pre-1776 mentality is hurting America and fracturing the foundation on which our country has stood for 230 years. The President can't just bypass two branches of government, and obey only those laws he wants to obey. Deciding unilaterally which of our freedoms still apply in the fight against terrorism is unacceptable and needs to be stopped immediately.
