The Solano Community College Vallejo satellite campus won't open for another year, but its building is taking shape on a hill overlooking Columbus Parkway. Construction of the new 40,000-square-foot Vallejo Center is about a third complete, said program manager Lester Young with Kitchell Corporation. Most of California's 2.5 million community college students will neither earn associate's degrees nor transfer to four-year schools, according to a new study. The first semester is almost over, but Vallejo teachers' union officials say some students remain in overcrowded classes - a problem they say the school district was supposed to fix last month. State Administrator Richard Damelio said Wednesday the Vallejo school district budget is getting better grades, but warned that $2.5 million may need to be found to balance next year's spending plans. "We may need to reduce expenses to balance the budget. I'm worried about it. We'll deal with it," Damelio told board members. The 2006-07 budget general fund has a healthy reserve of $5.  Full Story
