After arriving in the Munchkin country, Sir Dashemoff Daily has written a song for Dorothy, whom he believes is named Caroline Barry, the name of an old woman whose name is on the plate of Dorothy's house.  Dorothy foolishly wastes one of her wishes to learn the song instantaneously, so she sings it for all, as Fred Stone's legs fall asleep...
