It is a breach of the Quarantine Act and Fremantle Ports regulations to discharge garbage, etc. into Fremantle Ports waters. To comply with the Quarantine Act, all food refuse on board ship must be placed in vermin proof receptacles until disposed of either by dumping at sea well away from Fremantle Ports or other restricted areas, or by placing in the 200L capacity containers provided by Fremantle Ports and disposed of by Fremantle Ports. The InnerHarbour is constructed within the mouth of the Swan River. The height of the wharf decking is generally 4m above LWM (Fremantle Datum) except at Berths No. 11 & 12 which is 4.4m above LWM (Fremantle Datum).
Fremantle is Western Australia's principal general cargo port, situated on the west coast of Australia in the vicinity of the 32nd parallel. The Port includes an Outer Harbour and an Inner Harbour, covering an area of 383 square kilometres of water.
Pilotage is compulsory in the Port of Fremantle, except for ships not exceeding 150 grt., and for ships, the Masters of which hold current Pilot Exemption Certificates.
Pilots are available 24 hours per day.
There are two boarding grounds:
The first, 3.0 nautical miles WNW of the Fairway Buoy, is compulsory for vessels drawing 11.0m draught or greater; the second is in Gage Roads, 1.0 nautical mile west of the Hall Bank Beacon. It is necessary for all vessels to give 48 hours and 24 hours notice of the expected time of arrival at Fairway Buoy, followed by a third notice, confirming or amending the previous notice, 2 hours ahead of the expected arrival time in that locality.
Ships requiring a Pilot at the non compulsory ground must include this requirement in their 24 hours Notice of Arrival. Three pilot vessels available, painted international orange. Pilots may be contacted by VHF Channel 12.
Usually pilot ladder is required on the port side for vessels inward and starboard side for vessels outward, even when the wind is in the East, unless Easterly wind is very strong as there is nearly always a West to NW swell. If in doubt call Port Signal Station on VHF Channel 12.
Pilot does not board vessel at anchor.
Pilot ladder to be 2 m. above sea level with manropes slightly shorter. Boat-rope not required. The ladder should be clean and conform with Regulation 17 of SOLAS. SOLAS Regulations are strictly adhered to: Single length of ladder, non slip surface (Aluminium NOT acceptable), 12 in. spacing between steps, no more than 2 replacement steps, all ropes on ladder and manropes to be manila and not covered (nylon and polypropylene not acceptable), Regulation 17(a) part (VII) and (VIII) very important, a responsible officer to standby and not a sailor.

Each jetty is designed and constructed for a specific purpose, as follows:
Alumina Refinery Jetty To accommodate ships unloading bulk caustic soda and bulk carriers loading refined alumina, maximum length of vessel 210m. Length of berth 326m. Depth 11.6m. Max Draft is managed in accordance with the Dynamic Under-Keel Clearance Program operated by the Port of Fremantle. 1 x fixed gantry loader: outreach from wharf face 17.45m. gross handling rate for alumina 1200 tph.
Kwinana Bulk Terminal Berth No. 1 - Closed.
Kwinana Bulk Terminal Berth No. 2 For bulk carriers loading and unloading cement clinker slag, silica/mineral sands, LP gas, coke, coal, limestone, etc. Length of berth 268m. Depth at berth 12.19m. Maximum length of ship 244m. Maximum Draft 10.97m (Dynamic Under-Keel Clearance available) 1 x travelling loading/unloading unit: maximum length of traverse 122m; outreach from wharf edge - grabs 20.4m; spouts 23m. The loading section handles material from a conveyor belt to ship's hold. Unloading section involves grab operations between ship's hold and conveyor belt. Oil Refinery Jetty - 3 Berths For tankers loading and unloading oil products. Nos. 1 & 2 Berths: "T" heads, each with a length of 73.1m. No. 3 Berth: "T" head, length 100.6m. Kwinana Bulk Jetty ( Berths No 3 and 4) To accommodate bulk carriers unloading bulk cargoes. The berth serves the fertiliser works nearby and can be used by other importers by means of direct discharge to motor vehicles from hoppers built into the unloaders, or directly into portable hoppers on the No2 berth. Pipeline facilities are available for phosphoric acid, caustic, etc.
Berth No. 3 Length 259m. Depth 13.4m. 2 x travelling unloaders: grab capacity 9.5 tonne; maximum length of traverse 187m; outreach of grab 25.7m. Conveyor belt carries material to shore stockpile: capacity 1000 tph.
Berth No. 4: Length 221m. Depth 13.4m. hopper discharge to trucks and, Continuous Ship Unloader designed to unload bulk granular material with a SG of 1.40 and maximum moisture content of 4%. Unloading design rate of 17,000 tonnes per 22.5 hour working day.
