Location
Talk to Olaf the Bard after you complete the Fremennik Trials Quest and he will tell you to make another raw shark sacrifice at the Fossegrimen altar southwest of the entrance to Rellekka found along the west leading muddy path with the enchanted lyre in your inventory. Fossegrimen will appear and teach you the song to use the enchanted lyre to teleport.

Use it to teleport to Rellekka.
Notes
1 raw shark gives 2 teleports, 1 raw sea turtle gives 3 teleports, 1 raw manta ray gives 4 teleports. Wearing an activated Ring of Charos(a) from the Fenkenstrain Quest allows you charm her into using a raw bass instead of a shark to provide 2 teleports.
