City Budget
The City of Owatonna operates a full-service city government on a total annual operating
budget in excess of $16 million. The City Council approves a preliminary property tax levy and annual
budget prior to September 15, with final levy and budget approval occurring in December of each year.
Copies of current and proposed budgets are available at the Owatonna Public Library, located
at 105 North Elm Avenue, and at City Hall, located at 540 West Hills Circle.
