Interstates

FDOT's District Five - I-95 Space Coast

VMS provides routine and preventive maintenance on roadways and facilities along I-95 in Volusia, Flagler, Brevard and Indian River Counties, as well as sections of S.R. 401, 407 and 528. 
Project assets that VMS maintains for the Florida DOT include: 188 centerline miles, three rest areas and two weigh stations. 
 
VMS is responsible for the repair or replacement of infrastructure assets within the corridor damaged by accident or weather, as well as traffic management and emergency response. VMS also manages bridge inspection, the permit process and compliance services along these corridors. 

FDOT's District Seven - Tampa (Hillsborough and Pinellas Counties)

VMS provides routine and preventive maintenance and operations on roadways throughout the Florida District Seven’s Hillsborough and Pinellas Counties, located along Florida’s Gulf Coast.
 
This project includes 498 lane miles of interstate highways primarily in an urban environment, passing through industrial, commercial and residential neighborhoods. The interstates within the project range from 4 to 6 lanes and incur high average daily traffic volume. The region is filled with attractions that impact traffic flow, volume and incident response occurrences including Tampa Stadium, Tropicana Stadium, Busch Gardens and NY Yankee Spring Training Camp.
 
VMS’ responsibilities include traffic management, roadway maintenance, vegetation and aesthetics, traffic services, roadside maintenance, drainage and emergency and incident response. Also included in the contract is weigh station management and oversight of the Adopt-A-Highway Program.

Pocahontas Parkway (Route 895)

VMS won our first public-private partnership project as a member of the Transurban acquisition team for the Pocahontas Parkway in Richmond, VA.
 
The Pocahontas Parkway (Route 895) is a hybrid cash/electronic toll road southeast of Richmond, VA that opened in 2002. This 8.8-mile highway connects the Chippenham Parkway at I-95 in Chesterfield County with I-295 in eastern Henrico County. The Parkway features a high-rise bridge over the James River, provides the only crossing of the James River for six miles in either direction, and facilitates access to Richmond International Airport.
 
VMS provides fence-to-fence routine and preventive maintenance on the four-lane divided highway’s roadway assets including landscaping, snow and ice control, pavement management services for long-term pavement performance, and bridge inspection services.  Toll booth and plaza lighting and toll plaza electronic signage are also included.
 
In addition, VMS maintains and operates the Operations and Administrative Centers at the main toll plaza.  VMS responsibilities include all interior and exterior maintenance, HVAC, electrical, lighting and power systems, plumbing, sewage, drainage, and water/wastewater treatments including monitoring and testing. VMS also inspects and maintains fire suppression and precaution systems, security systems and emergency power supply systems.

TXDOT - I-35 in Waco Transportation District

VMS currently has a five-year contract with the Texas Department of Transportation (TxDOT) to perform maintenance activities on 946 lane miles of I-35 through Waco.
 
VMS responsibilities include maintenance of bridges, pavement, roadside, drainage, traffic services including signage, vegetation and aesthetics, ice control, traffic signals and illumination, severe weather and emergency response services. The contract area includes the main interstate, frontage roads, ramps, islands, medians, turn arounds, picnic areas and cross streets. 
 
VMS also had a similar five-year contract with TxDOT in the Waco area from 1999 to 2004.

VDOT - I-495 HOT Lanes

VMS will provide routine and preventive maintenance on four High Occupancy Toll (HOT) lanes on I-495 to be developed, designed, financed, constructed, maintained and operated by the team led by Fluor Enterprises, Inc. and Transurban Group, Ltd. 

The I-495 HOT lanes are located in the southwest quadrant of the Washington, D.C. area loop, and connect I-95 to both I-66 and the Dulles Tollroad. The HOT lanes will also help alleviate the heavy congestion in and out of Tyson’s Corner.
 
VMS will maintain assets including pavement repairs, signing, striping, routine bridge repairs, litter removal and snow and ice control. VMS is also responsible for safety management, traffic control, emergency response and customer service.

Toll Roads and HOT Lanes

Florida's Turnpike Enterprise

VMS currently has a seven-year contract with the Florida’s Turnpike Enterprise (FTE) maintaining and operating 650 lane miles of the Turnpike Mainline, Seminole Expressway, Beeline Expressway, East West Expressway, Southern Connector and Western Beltway.
 
Operating as an affiliate of the Florida Department of Transportation (FDOT), FTE is responsible for all operations on every FDOT owned and operated toll road and bridge.
 
VMS is under contract for fence to fence maintenance and operations including roadway maintenance, traffic services, vegetation/aesthetics/turf management, drainage, roadside maintenance, asphalt repair, signage and lighting.

Miami-Dade Expressway (MDX)

VMS is operating and maintaining more than 170 lane miles of expressways and the associated facilities in the Greater Miami area on S.R. 836, 874, 878, 112 and 924 under an asset management contract with the Miami-Dade Expressway Authority (MDX). 
 
The contract includes fence-to-fence routine and preventive maintenance of roadway assets, including five toll plazas, landscaping, as well as maintenance and repair of toll facilities. VMS is also responsible for bridge inspection and incident/ emergency response in the event of accidents and/or weather-related damages.
 
VMS also has full maintenance and custodial responsibilities for the new 20,000 square foot MDX Administrative Building including mechanical, electrical, custodial and janitorial services.  VMS uses a comprehensive program of proactive maintenance to ensure successful management of the MDX facilities.

Orlando-Orange County Expressway Authority - SR 429

VMS provides routine and periodic preventive maintenance services for the Orlando-Orange County Expressway Authority (OOCEA) on its S.R. 429 outside Orlando, a 10.5-mile toll road. In January 2003, OOCEA expanded the VMS contract by the addition of the 429’s “Part C” section.
 
Areas of focus for roads include such activities as slope maintenance and repair, turf management, lighting, bridge inspection and repair, pavement maintenance, guardrail repairs, drainage, traffic services, overhead and roadside signage, vegetation and aesthetics, and emergency response services.
 
Services provided for the toll facilities include custodial, water treatment systems, electrical operations and maintenance inspections and repairs, emergency generator inspection and repairs, HVAC, security systems, and roof inspection and maintenance.

VMS will provide routine and preventive maintenance on four High Occupancy Toll (HOT) lanes on I-95/395 to be developed, designed, financed, constructed, maintained and operated by the team led by Fluor Enterprises, Inc. and Transurban Group, Ltd.
 
The proposed 56-mile HOT lanes project between Massaponax, VA and Arlington, VA will expand the existing high-occupancy vehicle (HOV) lanes and will extend HOV lanes south to Massaponax. HOT lanes allow drivers of low-occupancy vehicles to pay a toll to use HOV lanes. Carpoolers, buses and other transit operators would use the lanes for free.
 
VMS will maintain assets including pavement repairs, signing, striping, routine bridge repairs, litter removal and snow and ice control. VMS is also responsible for safety management, traffic control, emergency response and customer service.

FDOT's District One - Polk County

VMS provides routine operations and maintenance services for the state roads in Polk County, Florida, part of FDOT's District One. This project involves 284 lane miles of US27, SR17 and SR 60. VMS services include pavement maintenance, guardrail repairs, drainage, traffic services, overhead and roadside signage, vegetation and aesthetics, and emergency response services.

This project began June 1, 2007.  The initial contract is for seven years with one or more one-year renewals totaling no more than seven additional years.

FDOT's District Two - Clay County

VMS provides routine operations and maintenance services for the state roads in Clay County, Florida, part of FDOT's District Two. The project covers 358 lane miles of state roadways in the county. VMS services include pavement maintenance, guardrail repairs, drainage, traffic services, overhead and roadside signage, vegetation and aesthetics, and emergency response services.

This project began June 1, 2007.  The initial contract is for five years with one or more renewals.

VMS provides routine operations and maintenance services for the state roads in Nassau County, Florida, part of FDOT's District Two. The project covers 350 lane miles of state roadways in the county. VMS services include pavement maintenance, guardrail repairs, drainage, traffic services, overhead and roadside signage, vegetation and aesthetics, and emergency response services.

This project began June 1, 2007.  The initial contract is for five years with one or more renewals.

FDOT's District Three - Chipley Transportation District

VMS provides routine and preventive maintenance on roadways and facilities throughout the Florida DOT Chipley District’s five-county area. These counties — Gulf, Franklin, Jefferson, Liberty and Wakulla -- are located along Florida’s Panhandle and include rural and urban primary routes and interstate and related facilities. Project assets that VMS maintains include: 922 lane miles; 271 bridges; streets, sidewalks and landscaping in cities such as Port St. Joe, Apalachicola and Monticello.

This project had a short mobilization period, and VMS was fully prepared by the start date for implementation. VMS also manages bridge inspection services as well as continued MOA activity with the cities and counties.

FDOT's District Three - Emerald Coast

VMS provides routine and preventive maintenance on roadways in the Florida DOT Chipley District’s Okaloosa, Santa Rosa, Walton and Holmes Counties. Project assets that VMS maintains include: 807 lane miles and 36 bridge structures in cities such as the urban resort environments of Fort Walton Beach and Destin.   VMS is also responsible for permitting, traffic management and emergency response.

VMS began this project on 1 July 2004. Less than three months later, Florida experienced a harrowing hurricane season that included Hurricane Ivan.  VMS successfully supported the District in managing the post-hurricane response.

FDOT's District Four - US1/A1A and Bridges

VMS was awarded the largest asset management project in Florida for the DOT’s District Four. The contract includes full operational responsibility for movable and fixed bridges, as well as routine maintenance activities on the US-1/A1A corridor through St. Lucie, Martin, Palm Beach and Broward Counties.
 
Throughout the Florida DOT’s District Four, VMS provides routine and preventive maintenance on roadways and bridges including traffic management, emergency response and permitting. VMS operates and maintains 38 movable bridges at 29 locations crossing the Intracoastal Waterway, South Fork of the New River and St. Lucie Rivers. There are 15 movable bridge locations in Broward County, 12 movable bridge locations in Palm Beach County, one movable bridge in Martin County and one movable bridge in St. Lucie County.
 
The VMS approach to these maintenance functions utilizes innovative remedial, routine, proactive and preventive maintenance strategies to optimize outcomes in order to meet the expectations of the Florida DOT and the traveling public.

VMS operates and maintains 21 bridges and inspects 82 additional local government bridges. We are responsible for traffic management, emergency response and permitting. 
 
The VMS approach to these maintenance functions utilizes innovative remedial, routine, proactive and preventive maintenance strategies to optimize outcomes in order to meet the expectations of the Florida DOT and the traveling public.

MDSHA - Maryland 100

VMS is proud to find a new home in Maryland with the operations and maintenance project for MD 100 in Anne Arundel and Howard Counties. This project for the Maryland State Highway Administration (MDSHA) covers approximately 22 road miles in central Maryland, south of Baltimore.

U.S. 192 in Osceola County - The Gateway to Disney

VMS provides resort asset management services for Osceola County on West 192, the “Gateway to Disney.”
 
VMS supports the Osceola County Beautivacation District and Osceola County in striving to maintain an aesthetically pleasing, safe and efficient system for its local businesses, citizens and visitors.
 
VMS services focus on landscaping, litter, janitorial services, and graffiti removal, incident response, traffic management and pavement maintenance. Our Beautivacation project also includes bus facilities, decorative paved sidewalks and benches, overhead sign structures, and guide markers.

Tunnels

AKDOT&PF; - Anton Anderson Memorial Tunnel, Whittier, AK

VMS is under a six-year contract with the Alaska Department of Transportation (AKDOT) to operate and maintain the 2.6 mile Anton Anderson Memorial Tunnel, a combination train and vehicle tunnel near Anchorage, Alaska.
 
Services performed include toll collection and administration, train/vehicle passage control, Closed Circuit Television (CCTV) monitoring, computer control system monitoring and all maintenance operations for railway/roadway systems, including snow removal at the tunnel entrances. 
 
VMS also provides initial emergency fire/rescue and EMT responses, and has the distinction of having the only private Fire Brigade in North America. All operations, maintenance and traffic are monitored from the tunnel Master Control Center to insure activities and events are recognized immediately. VMS also maintains “safe houses” located within the tunnel which are used in the event of a serious delay, accident or fire to protect the safety of the traveling public.
 

FDOT's District Four - US1/A1A and Bridges

Under a seven-year contract with Florida Department of Transportation (FDOT) District 4 to maintain US1 and A1A, VMS maintains the Henry E. Kinney Tunnel under the New River in Ft. Lauderdale. This 4-lane, 864 foot tunnel is one of only three in the Sunshine State.
 
VMS is responsible for cleaning the 92,000 square foot tunnel (walls, pits, gutters, and headwalls) ten times per year and polish the tunnel nine times per year. In addition, VMS is responsible for inspections of the mechanical systems of the tunnel including generators and generator transfer systems, ventilation fans, lighting systems, grounding systems, major power feeders, electrical safety, codes, and switch boards, and the pump control system.

Canals

FDOT's District Five - Nova Canal

VMS has responsibilities in Florida's District Five to clean and maintain the 7.45 mile Nova Canal in Volusia County. This three-year performance-based contract includes top-of-bank to top-of-bank maintenance including the water surface area and the connecting culverts. A connecting culvert is the structural drainage connection between segments of the canal. Connecting culverts may be pipes, concrete boxes, pipe arches or bridges.

VMS is pleased to expand our growing list of varied infrastructure types to include our first canal structure as a stand alone contract.

Airports

AKDOT&PF; - Ted Stevens International Airport (ANC)

VMS provides a full-range of operations and maintenance services for the Ted Stevens Anchorage International Airport (ANC) facilities.  In addition to our current responsibilities, VMS has provided comprehensive janitorial services for the 363,000 square-foot North Terminal of the ANC, as well as select janitorial services for the South Terminal, and window cleaning throughout the airport. In total, VMS maintained over one million square feet of facility scattered across the airport. The airport serves five million customers annually.
VMS also set up a complete maintenance program for the C Concourse Baggage System and managed the system through start up. The system has been subsequently turned over to the State. We are experienced in providing 24/7 service in a highly complex environment managing mechanical, plumbing, support and HVAC systems. 

As a condition of the contract, VMS compiled a complete inventory and condition assessment of the entire facility and systems, evaluated the current Maintenance Management System, and established the performance measures for all assets.

Movable Bridges

VMS was awarded the largest asset management project in Florida for the DOT’s District Four. The contract includes full operational responsibility for movable and fixed bridges, as well as routine maintenance activities on the US-1/A1A corridor through St. Lucie, Martin, Palm Beach and Broward Counties.
 
Throughout the Florida DOT’s District Four, VMS provides routine and preventive maintenance on roadways and bridges including traffic management, emergency response and permitting. VMS operates and maintains 38 movable bridges at 29 locations crossing the Intracoastal Waterway, South Fork of the New River and St. Lucie Rivers. There are 15 movable bridge locations in Broward County, 12 movable bridge locations in Palm Beach County, one movable bridge in Martin County and one movable bridge in St. Lucie County.
 
VMS has partnered with GE and C&S since 2003 to provide maintenance and tending services for Florida DOT‘s Districts Four movable bridges. These bridges utilize a variety of mechanical mechanisms for raising and lowering the bascule spans. These systems include hydraulic cylinders, gear driven reduction systems using Hopkins Frames and floor mounted machinery units and independent planetaries that are electronically synchronized.
 
The VMS approach to these maintenance functions utilizes innovative remedial, routine, proactive and preventive maintenance strategies to optimize outcomes in order to meet the expectations of the Florida DOT and the traveling public.

FDOT's District Five - Movable Bridges

VMS was awarded the first performance-based contract of its kind for movable bridges in 2003. This project has not only been a success but has served as the model for future performance-based movable bridge contracts.
 
VMS provides routine, preventive and major maintenance of electrical, mechanical and structural components on the eight movable bridges and 22 fender locations located within the Florida DOT’s District Five. Services provided include bridge tending and annual and biennial bridge inspection services. VMS is the first responder to incidents and holds the risk of repairs, up to replacement, of structure damage due to accident or weather. We are also responsible for emergency response and traffic management during events such as hurricanes.
 
VMS has partnered with GE and C&S since 2003 to provide maintenance and tending services for Florida DOT‘s Districts Four and Five movable bridges. 
 
On Saturday December 13, 2003, at 9:40 a.m., a commercial shrimp fishing boatdrifted into the east approach spans causing the vessels outriggers to get caught in the bridge tender house utilities mounted under the north sidewalk. When the vessel pulled away from the bridge it pulled all of the utilities with it from the tender house all the way down to the east Abutment. Approximately 20 utility hangers were broken off. Approximately 120 feet of copper water line was destroyed and 100 feet of 4 inch PVC sewer line was destroyed. The copper 4 ott grounding wiring was broken and displaced at several locations throughout the length of the east approach span. The electrical conduit at the east abutment has been broken at several locations. 
 
VMS and GE personnel repaired the sewer line, water   line, and grounding system the same day as the incident occurred. GE had completed the final repairs at the east abutment on by Monday December 15, 2003.

Facilities

AKDOT&PF; - Anton Anderson Memorial Tunnel, Whittier, AK

VMS operates and maintains the 2.6 mile Anton Anderson Memorial Tunnel, a single-bore multi-modal train and vehicle tunnel in Whittier, Alaska. Services performed for the AKDOT&PF include toll collection and administration and bi-directional train/vehicle passage control.
 
VMS is also responsible for preventive and routine maintenance and operations for the tunnel system including maintaining, programming, calibrating, repair and replacement of SCADA communications, digital and analog telephony, and HVAC environmental control systems.
 
Additional responsibilities include the repair of industrial, mechanical and electrical equipment to include diesel powered stationary and mobile heavy equipment, on-site fore and rescue functions, emergency power, electrical distribution, and tunnel ventilation equipment.

VMS provides a full-range of operations and maintenance services for the ANC facility.  Contract responsibilities include complex mechanical and electrical systems, including passenger loading bridges. VMS also operates a 24-7 call center at the facility.

As a condition of the contract, VMS compiled a complete inventory and condition assessment of the entire facility and systems, evaluated the current Maintenance Management System (MMS), and established the performance standards for all assets.

VMS entered into the five-year agreement with ANC in 2003.

VMS provides routine and periodic preventive maintenance services for the Orlando-Orange County Expressway Authority (OOCEA) on its S.R. 429 outside Orlando, a 10.5-mile toll road. In January 2003, OOCEA expanded the VMS contract by the addition of the 429’s “Part C” section.
 
Areas of focus for roads include such activities as slope maintenance and repair, turf management, lighting, bridge inspection and repair, pavement maintenance, guardrail repairs, drainage, traffic services, overhead and roadside signage, vegetation and aesthetics, and emergency response services.
 
Services provided for the toll facilities include custodial, water treatment systems, electrical operations and maintenance inspections and repairs, emergency generator inspection and repairs, HVAC, security systems, and roof inspection and maintenance.
