Peel Holdings, owners of Mersey Docks & Harbour Company and Liverpool John Lennon Airport, today unveiled plans for possibly the largest regeneration scheme in the Country.
The £4.5 Billion waterside redevelopment scheme will see the transformation of Birkenhead Docks with Wirral becoming an international waterside destination rivalling cities such as Sydney, New York and Shanghai.
The 18 million square foot regeneration scheme named “Wirral Waters” will see the creation of a world class mixed use iconic waterfront development providing major benefits for the local economy and for the people of Wirral and beyond with a massive increase in tourist business, tens of thousands of new jobs and inward investment to the area.
More than 500 acres of brownfield, underused land will be redeveloped, highlights of the masterplan include –
Areas of existing Port employment at Twelve Quays and West Float will be enhanced and improved with further investment planned.
A new 571,000 sq ft Retail and Leisure Quarter at Bidston Moss.
The first of its type in the UK to feature classical architecture, bringing a more pleasant feel than traditional retail parks.
The new retail and leisure quarter will build on the success of existing retail facilities that already surrounds Bidston Moss and introduce pedestrian and cycle routes making the new facilities accessible to all.
A new hotel, foodstore, health and fitness facility and homestore will be built, along with new shops, bars and restaurants that together will bring a much needed evening economy to the area, making it a vibrant place to be, day or night.
Mixed Use Quarter
East Float and Vittoria Dock areas will be transformed with a display of world class architecture that will see Wirral have its own three Graces and a skyline to rival Manhattan. Inspired by iconic buildings from around the World, architects Broadway Malyan have designed a new waterfront that will put Wirral firmly on the map. Skyscrapers of up to and over 50 storeys will line the waterfront giving spectacular views from the new cruise liner terminal being constructed at Liverpool.
A new pedestrian bridge will at long last create a much needed link across the docks to bring people to and across the water and so removing what has been a physical barrier.
The waterside setting will be enhanced by 600,000 square feet of retail and leisure development with cafes, bars and restaurants along the waterfront bringing new venues for residents and visitors to socialise and relax throughout the day and into the evening.
More than 11 million square feet will be developed for residential apartments providing over 15,000 homes forming a new residential district where up to 25,000 new residents will integrate with existing communities.
In addition, 5 million square feet of office space would be available offering surely the best working environment in the country with stunning views over the Wirral, the River Dee and the Liverpool waterfront.
A new marina will be built offering breathtaking views over the waterfront and thoughtfully landscaped open areas of green space for public use will allow pleasant access to the waters edge. Community and cultural uses will be incorporated.

The development would create more than 27,000 permanent new jobs with tens of thousands additional construction jobs and indirect jobs, bringing a massive boost to an area, similar to what has successfully been implemented at Liverpool John Lennon Airport, Peel will work in partnership with community agencies and local educational institutes, providing life skills and job training to help secure full-time employment for local residents.
An outline planning application will be submitted next year. The total development will be phased over a period of approximately 30 years such is the enormity of this proposal.
