Taipei Rapid Transit Corporation Directions for Transport Service

Amendments published on 24 December 2004

§ General §

1. To provide passengers with a safe, reliable, convenient and comfortable service, Taipei Rapid Transit Corporation (hereinafter referred to as TRTC) has, in accordance with the Rules Governing Transport of Passengers on Mass Rapid Transit Systems in Taipei City, formulated these stipulations and promulgated them in all Metro Taipei stations. Any alterations or changes made will be made public as well.
2. Vehicles or personnel, unless authorized by TRTC, are not allowed to enter TRTC’s routes, bridges, tunnels or areas not for public access. Except via overpasses or underground passages, passengers cannot cross any MRT route.
3. Unless otherwise authorized by TRTC, passengers must use the tickets issued or authorized by TRTC to pass through ticket-reading gates.
4. Passengers shall follow the regulations or instructions to use facilities within MRT premises and must not forcibly possess, destroy, interfere or remove them.
5. Unless otherwise authorized by TRTC, passengers are not allowed to remain in MRT routes, depots, stations or trains during non-service periods.
6. TRTC may refuse to transport passengers in any of the following situations, and TRTC personnel may demand offenders leave stations.
(1) Violating laws, public order, good social practices, or regulations under the Stipulations;
(2) Acting in a manner that obviously appears to be harmful to others or himself or to harass others;
(3) Wearing smelly clothes or bringing filthy objects that affect public hygiene;
(4) Seniors, children or badly ill passengers who need escorts but are alone;
(5) Carrying objects incurring inconvenience to others;
(6) Unauthorized distribution of printed materials, making speeches to the public, playing musical instruments, or other activities that may disturb other passengers;
(7) Unauthorized pasting, painting, or carving any characters, drawings, or the like on facilities or buildings;
(8) Within MRT confines, passengers are not allowed to
a. Wear in-line skates or roller skates;
b. Ride on skateboards or foldable push scooters (folded ones may be carried);
c. Except for folded bicycles, passengers are only allowed to bring in bicycles to certain stations during certain time periods according to relevant regulations;
d. Use electric wheelchairs without carrying a Disability ID.
(9) Other behaviors prohibited by TRTC.

§ Regulations About Ticket Usage §

7. Except for group tickets, a ticket is valid for one person only. Valid periods are as follows,
(1) A single-journey ticket is valid on the date of issue;
(2) A substitute ticket is valid only during special activities;
(3) A stored-value ticket must be used for the first time within 120 days from the date of issue. It remains valid within 180 days from the day of initial use;
(4) A commutation ticket (ex. one-day pass) is valid within the specified period;
(5) An EASYCARD remains valid within 2 years from its last value-adding date.
8. A passenger must pay a fare to enter a pay area. A minimum single-journey fare would be charged even if passengers enter and leave the same station. There is a limit to the duration of stays in a pay area:
(1) No longer than two hours for entering and leaving different stations;
(2) No longer than 15 minutes for entering and leaving the same station.
Unless due to a cause attributable to TRTC, overstay is subject to an extra charge equivalent to the minimal single-journey fare published in stations. EASYCARD holders will have the fine automatically deducted when exiting the station.
9. Passengers should refer to the fare charts published by TRTC in stations for fares payable. Passengers must pay fares in full. If accompanied by passengers with tickets, however, children under 115 centimeters may travel for free.
(Note): Children over 115cm tall but less than 6 years of age who are able to present identification, such as National Health Insurance IC Card, and are accompanied by a ticket-bearing adult can take the MRT without a ticket.
10. A passenger who is caught on board without a ticket, with an invalid ticket or improper ID (in the case of discount ticket holders) must make up the fare and pay a penalty amounting to 50 times the fare.
If a passenger cannot prove where his starting station is, the fare will be calculated based on the presumption that he started from the farthest station.
11. A passenger using a counterfeit ticket will be fined pursuant to the preceding regulation and referred to the police.
12. A passenger losing the ticket during his journey without settling the fare voluntarily will be fined pursuant to Stipulation 10. If he settles the fare voluntarily, no penalty will be imposed.
13. Unless due to a cause attributable to TRTC, a passenger who over-rides must pay the fare difference at the Information Counter in the station.
14. Unless due to a cause not attributable to passengers, those who have not complied with Stipulation 3 in passing ticket-reading gates must settle their fares due.
A passenger who cannot prove where his starting station is will be presumed to have started from the farthest station.
15. When passengers are evacuated from stations as a result of emergency situations, irregularity, or train operation suspension, passengers holding single-journey tickets, group tickets or commutation tickets (one-day pass) may ask for a fare refund in full within seven days. For those holding stored-value tickets or EASYCARDs, ticket-reading gates will automatically adjust data in the tickets if the passenger uses the card on the metro system within three days. Thereafter, passengers must bring tickets to the Information Counter in stations to revise ticket data free of charge.
16. If passengers cannot make up fare deficiency or pay the penalty imposed at the time, they must present identity certificates, fill out a fare settlement form, and make the payment within 10 days at the location specified by TRTC. According to law, TRTC may demand payments from those who fail to meet the deadline.
17. If tickets are damaged by station equipment, ticket-holders may ask for refunds, which amount to the balance value multiplied by the discount percentage attached to the ticket. No refund will be made, however, on single-journey tickets damaged at the exit gate. They will be retained by TRTC.
Aforementioned ticket refunds should be claimed as soon as tickets are damaged by station equipment.
18. Unless due to a cause attributable to TRTC, single-journey tickets and one-day passes are not refundable after they are used.
Unused single-journey tickets are refundable on the date of issue only. Commutation tickets are refundable before the expiration date.
Refunds on stored-value tickets must be claimed within six months after expiration. Unless due to a cause attributable to TRTC, TRTC may deduct concessions or discounts contained in the tickets and charge a handling fee when refunds are made. No refund can be made if the ticket balance is not enough to pay the handling fee after concessions or discounts are deducted.
Aforementioned handling fee is calculated based on the minimum fare promulgated in stations.
19. Passengers shall apply for ticket refunds at the Information Counter in stations. Refund payment is made after satisfactory verification on the spot, via post, or at a designated station.
20. Passengers using EASYCARDs should consult rules governing EASYCARD issue and usage drawn up by the Taipei Smart Card Corporation as commissioned by TRTC.

§ Carry-on Objects §

21. Objects carried by passengers must not obstruct other passengers, and must be taken care of by owners themselves. TRTC may refuse to transport those whose behavior or carry-on objects may hinder other passengers.
22. No animals are allowed into MRT stations. This regulation, however, is not applicable to police dogs; guide dogs; professionals with guide dog puppies; dogs, cats or birds kept in carry cages; and fish or shrimps kept in small containers.
23. The following dangerous or inflammable objects are not allowed into MRT premises unless permission is granted.
(1) Inflammable liquid with an ignition point below 60 degrees centigrade, such as mineral oil, petroleum, benzene, toluene, methyl alcohol, ethanol (alcohol), acetone, ether, paint (oil-base plastic paint and soluble concrete paint), sulfur dioxide and other inflammable liquid.
(2) Explosible objects, such as explosives, carbide, high-pressured gas (hydrogen, oxygen, propane, liquefied petroleum gas, acetylene), nitrocellulose, dinitrobenzene, dinitrotoluene, trinitrotoluene, dinitrophenol, trinitrophenol (picric acid), nitroglycol, nitroglycerine, nitric anhydride, organic peroxide compounds, dry ice (solid carbon dioxide) and other explosive substances.
(3) Inflammables, such as matches, explosives, metal sodium, potassium amalgam, magnesium powder, aluminum powder, yellow phosphorus, vulcanized phosphorus, calcium phosphide, firework, firecrackers, isopropyl alcohol and other inflammable solids. Matches and lighters for personal use are excluded.
(4) Objects that are prone to harming people, such as sulfuric acid, hydrochloric acid, nitric acid, lead-acid batteries, chlorate (potassium, sodium and barium), perchlorate (ammonium, potassium and sodium), phosphorus chloride, sodium peroxide, barium peroxide, ammonium nitrate, bleaching powder, insecticides, radioactive objects, cyanide and other objects harmful to human bodies.
24. When a passenger’s carry-on luggage is suspected to contain hazardous or combustible materials, TRTC may demand a clarification and perform an inspection. Those refusing inspections shall be deemed to be carrying hazardous objects and a penalty will be imposed. TRTC may also refuse to transport them and refer them to the police.

§ Lost Objects §

25. Lost objects picked up in MRT confines shall be sent to Information Counters or the Lost-and-Found Service Center. TRTC will issue a receipt stub to the passengers who turn in the objects.
26. Passengers who have lost personal belongings may fill out an application form at a station’s Information Counter or the Lost-and-Found Service Center, or can call the Center to request TRTC’s assistance to search for their lost objects.
27. To claim lost objects, passengers must prove that they are owners of the lost objects. If the claimant is not the owner himself, he shall present identity certifications of both himself and the owner before the lost objects can be returned. However, if the lost objects are valuables or marketable bearer securities, they can only be claimed by their owners.
28. TRTC handles lost objects according to regulations and is not liable for damage or liquidation.

§ Penalty Provisions §

29. Those violating Article 50 and Article 50-1 shall be penalized according to the law. Those whose behavior involves criminal responsibility shall be referred to the police.
30. TRTC may refuse to transport those who violate the abovementioned regulations. If the situation warrants it, moreover, TRTC may demand that thy leave MRT premises, or refer them to the police. No refund will be made on fares for uncovered journeys.

§ Others §

31. Passengers who fall ill en route may request TRTC personnel in stations or on trains to seek medical care on their behalf.
