What Is Local Names?

Local names is a way to bind names to URLs.

Local Names is similar to DNS, but with two major differences:

It's based on URLs, not IP addresses.
Bindings are local, rather than global, in scope.

That is, two namespaces may bind "Fred" in different ways.
